ပင္လယ္ေကြ႕ေဒသရဲ႕ လံုျခံဳေရးနဲ႕ ႏိုင္ငံေရးဟာ ရွဳပ္ေထြးက်ယ္ျပန္႕ျပီး အစဥ္အျမဲလိုလို ေျပာင္းလဲမွဳေတြ ျဖစ္ပြားေနတတ္ပါတယ္။ ဒီလို ရွဳပ္ေထြးမွဳေတြဟာ ေဒသရဲ႕ သမိုင္းေၾကာင္းေတြ၊ ဘာသာေရးအေၾကာင္းတရားေတြ၊ လူမ်ိဳးေရး ပ႗ိပကၡေတြ၊ ေဒသတြင္းႏိုင္ငံမ်ားရဲ႕ ႏိုင္ငံေရး သေဘာသဘာ၀ေတြ၊ ေဒသရဲ႕ ေရနံနဲ႕ သဘာ၀ဓာတ္ေငြ႕ အရင္းအျမစ္ေတြ၊ ျပည္ပအင္အားၾကီးႏိုင္ငံမ်ားရဲ႕ စြက္ဖက္ပါ၀င္မွဳေတြနဲ႕ ျပည့္ႏွက္ပတ္သက္ေနပါတယ္။ ၁၉၇၉ ခု အီရန္ ေတာ္လွန္ေရးက အစျပဳလို႕ ဒီေဒသအတြင္းမွာနည္းမ်ိဳးစံုနဲ႕ ေျပာင္းလဲမွဳေတြ ျဖစ္ပြားေနခဲ့ပါတယ္။
အေရးၾကီးတဲ့ ေဒသတြင္း ေျပာင္းလဲမွဳတရပ္ကေတာ့ ၂၀၀၃ ခုႏွစ္ အီရတ္စစ္ပြဲပါပဲ။ အီရတ္ႏိုင္ငံရဲ႕ အာဏာရွင္ကို အေမရိကန္တပ္မ်ား ဦးေဆာင္တဲ့ ႏိုင္ငံတကာက ၀င္ေရာက္တိုက္ခိုက္ျဖဳတ္ခ်ျပီး၊ ဒီမိုကေရစီစနစ္ ကနဦးအစပ်ိဳးေပးခဲ့တဲ့ ဒီစစ္ပြဲဟာ ကမၻာတ၀ွမ္းက ျပည္သူအမ်ားကို ေမွ်ာ္လင့္ခ်က္ေတြ ခ်န္ထားရစ္ခဲ့ပါတယ္။ အာဏာရွင္စနစ္ဆိုးဒဏ္ကို ခံစားေနၾကရတဲ့ တျခားႏိုင္ငံေတြက ျပည္သူေတြကလဲ တေန႕ေန႕ေတာ့ သူတို႕ႏိုင္ငံကို အေမရိကန္တပ္ေတြ ၀င္လာေပးေတာ့မွာပဲ ဆိုျပီး ကယ္တင္ရွင္ေမွ်ာ္လာခဲ့ၾကပါတယ္။
ဒါေပမယ့္လဲ ကမၻာေပၚမွာ အာဏာရွင္စနစ္ဆိုးဒဏ္ကို ခံစားေနၾကရတဲ့ ႏိုင္ငံေတြ အမ်ားအျပားရွိေနဆဲပါပဲ။ နယူးကလီးယားလက္နက္နဲ႕ weapons of mass destruction (WMDs) ေတြ ထုတ္လုပ္ေနတယ္လို႕ သက္ေသအေထာက္အထားေတြ ရွိေနတဲ့ ႏိုင္ငံေတြကလဲ အမ်ားၾကီးပါပဲ။ ဒီႏိုင္ငံေတြရဲ႕ ကံၾကမၼာေတြကေကာ ဘာေၾကာင့္ အီရတ္လို မျဖစ္ခဲ့သလဲ။ မျဖစ္လာေသးသလဲ။ ဒီေမးခြန္းေတြကို ေျဖဆိုႏိုင္ဖို႕အတြက္ ပင္လယ္ေကြ႕ေဒသနဲ႕ ကမၻာ့ေရးရာ ဆက္ႏြယ္မွဳေတြကို ေလ့လာဆန္းစစ္ဖို႕ လိုအပ္လာပါတယ္။
ပင္လယ္ေကြ႕ေဒသ
ႏိုင္ငံေရးပညာရွင္ Kemp နဲ႕ Harvey တို႕က Gulf-Caspian Energy Ellipse ဟာ ယေန႕ေခတ္ကမၻာရဲ႕ အေရးအၾကီးဆံုး ေဒသတခုလို႕ ညႊန္းဆိုခဲ့ၾကပါတယ္။ ဒီ energy ellipse အတြင္းမွာမွ ပင္လယ္ေကြ႕ႏိုင္ငံမ်ားက ပိုျပီး အေရးၾကီးေနပါတယ္။ တကမၻာလံုးရဲ႕ ေရနံထုတ္လုပ္မွဳ ၂၄ ရာခိုင္ႏွဳန္းေက်ာ္ဟာ ပင္လယ္ေကြ႕ေဒသကျဖစ္ေနသလို ကမၻာ့ oil reserves ရဲ႕ ၆၅ ရာခိုင္ႏွဳန္းေက်ာ္ဟာလဲ ဒီေဒသမွာ ျဖစ္ေနပါတယ္။ သဘာ၀ဓာတ္ေငြ႕မွာ ဆိုရင္လဲ ကမၻာ့ထုတ္လုပ္မွဳရဲ႕ ငါးရာခိုင္ႏွဳန္းနဲ႕ ကမၻာ့ oil reserves အားလံုးရဲ႕ ၃၁ ရာခိုင္ႏွဳန္းေက်ာ္ဟာ ပင္လယ္ေကြ႕ေဒသက ျဖစ္ပါတယ္။ ကမၻာ့ေရနံေစ်းကြက္မွာ ပင္လယ္ေကြ႕ေဒသက ေရနံေတြ ပံုမွန္စီးဆင္း၀င္ေရာက္ဖို႕ လိုသလို၊ သင့္ေလ်ာ္တဲ့ ေစ်းႏွဳန္း ျဖစ္ဖို႕ကလဲ အေရးၾကီးပါတယ္။ ဒီလိုျဖစ္ဖို႕အတြက္က ပင္လယ္ေကြ႕ႏိုင္ငံမ်ားကို ျပင္ပကမၻာက ေစာင့္ၾကပ္ၾကည့္ရွဳမွဳ လိုအပ္တယ္လို႕ ႏိုင္ငံေပါင္းစံုက မဟာဗ်ဴဟာ ပညာရွင္မ်ားက သံုးသပ္ခဲ့ၾကပါတယ္။ ဒီလိုသံုးသပ္မွဳေတြအေပၚမွာလဲ သက္ဆိုင္ရာ အစိုးရမ်ားက လိုက္နာ ေဆာင္ရြက္ခဲ့ၾကပါတယ္။
ဒီအထဲမွာ အထင္ရွားဆံုးနဲ႕ အေရးပါဆံုးႏိုင္ငံကေတာ့ အေမရိကန္ ျပည္ေထာင္စုပါပဲ။ စစ္ေအးလြန္ကာလမ်ားတေလွ်ာက္မွာ ပင္လယ္ေကြ႕ေဒသဟာ အေမရိကန္တပ္ေတြရဲ႕ စစ္အင္အား အၾကီးမားဆံုး တပ္ခ်ခံရတဲ့ ေဒသပဲ ျဖစ္ပါတယ္။ အေမရိကန္တပ္ေတြရဲ႕ central command ကို institutionalization လုပ္ခဲ့တဲ့ ေဒသတခုျဖစ္သလို၊ ပါရွန္းပင္လယ္ေကြ႕တေလွ်ာက္မွာ လွည့္လည္ျပီး ေဒသတြင္းလံုျခံဳေရးကို ထိန္းသိမ္းဖို႕ အေမရိကန္ေရတပ္ရဲ႕ 5th fleet လဲ ေပၚေပါက္လာခဲ့ပါတယ္။ ၁၉၉၀ ျပည့္လြန္ကာလမ်ားေတြမွာ ဒီေဒသနဲ႕ ပတ္သက္ျပီး အေမရိကန္ရဲ႕ မူ၀ါဒကေတာ့ ဒီေဒသတြင္းက ႏိုင္ငံၾကီးႏွစ္ႏိုင္ငံျဖစ္တဲ့ အီရန္နဲ႕ အီရတ္ကို balance of power ညွိထားဖို႕ ျဖစ္ပါတယ္။ ဒီလိုတဘက္က ညွိထားရင္း dual containment policy ကို အေကာင္အထည္ေဖာ္ထားခဲ့ပါတယ္။ တျပိဳင္နက္တည္းမွာလဲ ဒီအင္အားၾကီးႏိုင္ငံႏွစ္ခုရဲ႕ ပါ၀ါကို ထိန္းညွိႏိုင္ဖို႕အတြက္ ေဒသတြင္းတျခားႏိုင္ငံမ်ားက အေမရိကန္ ေရတပ္ကို အားကိုးထားပါတယ္။ ဒီလိုလုပ္ျခင္းအားျဖင့္ ေဒသတြင္းမွာ ႏိုင္ငံၾကီးတႏိုင္ငံတည္းကပဲ အင္အားၾကီးလာတာမျဖစ္ႏိုင္ေတာ့ပါဘူး။ ဒီအခါမွာ ေဒသတြင္းလံုျခံဳေရးဟာ တည္ျငိမ္မွဳရွိလာပါတယ္။ ဒီလို ေဒသတြင္းတည္ျငိမ္မွ ကမၻာ့ေရနံေစ်းကြက္ကို စီးဆင္းေနတဲ့ ေရနံေတြဟာ သင့္ေလ်ာ္တဲ့ ေစ်းႏွဳန္းေတြနဲ႕ ဆက္လက္စီးဆင္းေနမွာျဖစ္ပါတယ္။
အေမရိကန္ဦးေဆာင္တဲ့ တပ္မ်ားက အီရတ္စစ္ပြဲကို ဆင္ႏႊဲတာနဲ႕ပတ္သက္ျပီး၊ အီရတ္ရဲ႕ ေရနံေတြကို ခိုးယူဖို႕၊ အေမရိကန္အက်ိဳးစီးပြားအတြက္ စသျဖင့္ ေျပာဆိုေ၀ဖန္ၾကတာေတြ ရွိပါတယ္။ မွန္တယ္၊ မွားတယ္ဆိုတာေတြ မသံုးသပ္လိုပါဘူး။ မဟာဗ်ဴဟာရွဳေထာင့္က ၾကည့္ရင္ေတာ့ အီရတ္ႏိုင္ငံဟာ ကမၻာ့ေရနံေစ်းကြက္ကို ထိန္းခ်ဳပ္ဖို႕ ၾကိဳးစားခဲ့တာကို ေတြ႕ရွိရပါတယ္။ ပထမအၾကိမ္ပင္လယ္ေကြ႕စစ္ပြဲသာ မျဖစ္ခဲ့ဘူးဆိုရင္၊ ဒီအခ်ိန္တုန္းက ႏိုင္ငံတကာကသာ ၀င္ေရာက္တိုက္ခိုက္မွဳ မျပဳခဲ့ဘူးဆိုရင္ ပင္လယ္ေကြ႕ေဒသ oil reserves ေတြကို ထိန္းခ်ဳပ္ႏိုင္ခြင့္ ပါ၀ါဟာ ဆာဒန္ဟူစိန္ လက္ထဲကို က်ေရာက္ခဲ့ျပီးသား ျဖစ္ခဲ့ပါလိမ့္မယ္။ ဒီလိုနဲ႕ ပင္လယ္ေကြ႕စစ္ပြဲျပီးသြားတဲ့ကာလေနာက္ပိုင္း ေရာက္လာတဲ့အခါမွာလဲ အီရတ္ဟာ ကမၻာ့ေရနံ ေစ်းကြက္အတြက္ ျခိမ္းေခ်ာက္ေနဆဲပဲ ျဖစ္ေနခဲ့ပါတယ္။ အီရတ္လက္ထဲကို weapons of mass destruction ေရာက္သြားခဲ့ရင္ အီရတ္ဟာ ေဒသတြင္း အင္အားၾကီးႏိုင္ငံ ျဖစ္လာႏိုင္ပါတယ္။ အေရွ႕အလယ္ပိုင္းေဒသကို လႊမ္းမိုးခ်ဳပ္ကိုင္လာႏိုင္မယ္။ ေရနံေစ်းကြက္ကို ကစားႏိုင္လာပါမယ္။ ဒီအခါမွာ ဒီေဒသရဲ႕ ေရနံကို မွီခိုေနရတဲ့ အာရွပစိဖိတ္ေဒသနဲ႕ ဥေရာပတိုက္ရဲ႕ တည္ျငိမ္ေအးခ်မ္းေရးနဲ႕ တိုးတက္ဖြံ႕ျဖိဳးေရးကို ထိခိုက္လာႏိုင္ပါတယ္။ အာရွ-ပစိဖိတ္ေဒသထဲကို တင္သြင္းေနတဲ့ ေရနံပမာဏရဲ႕ ၉၀ ရာခိုင္ႏွဳန္းေက်ာ္ဟာ အေရွ႕အလယ္ပိုင္းေဒသက ျဖစ္ပါတယ္။ ပင္လယ္ေကြ႕ေဒသက ထုတ္လုပ္တဲ့ ေရနံပမာဏ စုစုေပါင္းရဲ႕ ၂၅ % ကို ဥေရာပက သံုးစြဲေနပါတယ္။
တကယ္ေတာ့ ကမၻာ့ေရနံေစ်းကြက္က ေရနံေစ်းႏွဳန္းဟာ ဆင္းရဲႏြမ္းပါးတဲ့ႏိုင္ငံမ်ားရဲ႕ ဖြံ႕ျဖိဳးတိုးတက္ေရးကို ထိခိုက္ေစႏိုင္ပါတယ္။ ေရနံေစ်းေတြ ကမၻာ့ေစ်းကြက္မွာ ျမင့္တက္လာတဲ့အခါ ဖြံ႕ျဖိဳးဆဲ ႏိုင္ငံအစိုးရမ်ားက subsidies လုပ္ေပးရပါတယ္။ အဲဒီအခါမွာ တျခားပညာေရး၊ က်န္းမာေရးက႑ေတြမွာ အသံုးျပဳႏိုင္တဲ့ ပမာဏ ေလ်ာ့က်သြားပါတယ္။ ႏိုင္ငံတြင္း ကုန္ေစ်းႏွဳန္းေတြ ျမင့္တက္လာမယ္။ ႏိုင္ငံေရး မတည္ျငိမ္မွဳေတြ ျဖစ္လာႏိုင္မယ္။ ဒါေၾကာင့္လဲ ပင္လယ္ေကြ႕ေဒသဟာ အေမရိကန္တင္မက ကမၻာတ၀ွမ္းလံုးအတြက္ အေရးၾကီးတဲ့ ေဒသတခု ျဖစ္ေနတာ ျဖစ္ပါတယ္။ ဒီေနရာမွာ ၂၀၀၃ အီရတ္စစ္ပြဲ မွန္တယ္၊ မွားတယ္ က်ြန္မသံုးသပ္ေျပာဆိုေနတာ မဟုတ္ပါဘူး။
9/ 11 အျပီးမွာ အေမရိကန္ရဲ႕ ႏိုင္ငံျခားေရးမူ၀ါဒကို pre-emption policy က လႊမ္းမိုးလာခဲ့ပါတယ္။ dual containment မူ၀ါဒကို ေထာက္ခံမွဳေတြက အားနည္းလာခဲ့တယ္။ စီးပြားေရးပိတ္ဆို႕မွဳ မူ၀ါဒေတြက မထိေရာက္ခဲ့ဘူး။ အျပည္ျပည္ဆိုင္ရာ လံုျခံဳေရးမွာ terrorism ရဲ႕ ျခိမ္းေခ်ာက္မွဳေတြက အားၾကီးလာတယ္။ ဒီလိုအေျခအေနမွာ မဟာဗ်ဴဟာ ရွဳေထာင့္ကၾကည့္ရင္ preemption နဲ႕ nation- building ေပၚလစီေတြကသာ အေမရိကန္အတြက္ ေရြးခ်ယ္သင့္တဲ့ ေပၚလစီေတြ ျဖစ္လာခဲ့တာ ျဖစ္ပါတယ္။ ဒါေပမယ့္ Statism, survival, self-help ဆိုတာေတြအေပၚမွာ အေျခခံတဲ့ realism ၀ါဒရွဳေထာင့္က ၾကည့္မယ္ဆိုရင္ေတာ့ ေ၀ဖန္စရာေတြ ေပၚလာမွာ ျဖစ္ပါတယ္။ ဒါေတြနဲ႕ ပတ္သက္ျပီး က်ြန္မအေနနဲ႕ မွန္တယ္၊ မွားတယ္ သံုးသပ္မေျပာဆိုလိုပါဘူး။ အဓိက က်ြန္မေျပာဆိုလိုတာကေတာ့ အီရတ္ျပည္သူေတြ အာဏာရွင္လက္ေအာက္မွာ ဖိႏွိပ္ခ်ဳပ္ခ်ယ္ခံရတဲ့ အခ်က္တခုတည္းဟာ အေမရိကန္ဦးေဆာင္တဲ့ ႏိုင္ငံတကာတပ္ေတြ အီရတ္ႏိုင္ငံထဲ၀င္ျပီး အာဏာရွင္ျဖဳတ္ခ်ေပးေစခဲ့တဲ့ တြန္းအား မဟုတ္ခဲ့ဘူး ဆိုတာပဲျဖစ္ပါတယ္။ ေဒသရဲ႕ မဟာဗ်ဴဟာ အခ်က္အခ်ာက်မွဳနဲ႕ စစ္ေရး၊ စီးပြားေရး အေျခအေနမ်ားစြာဟာ အီရတ္စစ္ပြဲရဲ႕ တြန္းအားေတြ ျဖစ္ခဲ့တယ္ဆိုတာ အေသအခ်ာပါပဲ။ ဒါေတြကို အမွန္အတိုင္းသိျမင္သံုးသပ္ႏိုင္မွလဲ အာဏာရွင္ႏိုင္ငံေတြက ျပည္သူလူထုရဲ႕ အေမရိကန္ ကယ္တင္ရွင္ေမွ်ာ္တဲ့ ေမွ်ာ္လင့္ခ်က္မွားေတြ မထြက္လာမွာ ျဖစ္ပါတယ္။
အခုဆက္လက္ျပီး ၂၀၀၃ အီရတ္စစ္ပြဲအျပီးကာလ အေရွ႕အလယ္ပိုင္းေဒသ အေျခအေနေတြကို အီရတ္၊ အီရန္နဲ႕ ပင္လယ္ေကြ႕ပူးေပါင္းေဆာင္ရြက္ေရးေကာင္စီႏိုင္ငံမ်ား ဆိုျပီး သံုးပိုင္းခြဲ တင္ျပပါမယ္။
အီရတ္ႏိုင္ငံ

အီရန္ ႏိုင္ငံအတြက္ကေတာ့ ၂၀၀၃ ခုႏွစ္၊ အီရတ္စစ္ပြဲဟာ မဟာဗ်ဴဟာ အရ အေရးပါတဲ့ စစ္ပြဲတခုပါ။ အီရန္ႏိုင္ငံအတြက္လဲ အက်ိဳးရွိပါတယ္။ ဘာေၾကာင့္လဲဆိုေတာ့ ဆာဒန္ဟူစိန္ အာဏာရွင္ အုပ္စုက suuni လူမ်ိဳးစုက ျဖစ္ပါတယ္။ အီရန္ မွာ အုပ္ခ်ဳပ္ေနတာက shia'a လူမ်ိဳးစုက ျဖစ္ပါတယ္။ ဒါေၾကာင့္ suuni regime ကို ဖယ္ရွားေပးတဲ့ စစ္ပြဲျဖစ္တဲ့အတြက္ Shai'a လူမ်ိဳးေတြအတြက္ အက်ိဳးအျမတ္ျဖစ္ေစပါတယ္။ ဒါေပမယ့္လဲ အီရတ္က shai'a ေတြအေပၚ အီရန္ရဲ႕ လႊမ္းမိုးႏိုင္မွဳနဲ႕ ပတ္သက္ျပီး၊ စိုးရိမ္မကင္း ျဖစ္လာၾကရျပန္ပါတယ္။ အီရန္ဘက္က ၾကည့္မယ္ဆိုျပန္ေတာ့လဲ အီရတ္ရဲ႕ ဒီမိုကေရစီေျပာင္းလဲမွဳျဖစ္စဥ္ ေအာင္ျမင္လာမွဳဟာ အီရန္ရဲ႕ အာဏာရွင္အစိုးရကို ျခိမ္းေခ်ာက္ေနျပန္ပါတယ္။
အီရန္အျပင္ တျခားအက်ိဳးဆက္ရွိလာမယ့္ ႏိုင္ငံမ်ားကေတာ့ ဂ်ီစီစီႏိုင္ငံမ်ားလို႕ ေခၚဆိုၾကတဲ့ ပင္လယ္ေကြ႕ ပူးေပါင္းေဆာင္ရြက္ေရးေကာင္စီ အဖြဲ႕၀င္ႏိုင္ငံမ်ားပဲျဖစ္ပါတယ္။ ဒီႏိုင္ငံေတြမွာက ဒီမိုကေရစီ အသြင္ကူးေျပာင္းမွဳ လကၡဏာေတြက စတင္ျပီးျဖစ္ေနတာေၾကာင့္ အီရတ္ရဲ႕ လစ္ဘရယ္ဒီမိုကေရစီ ေအာင္ျမင္မွဳဟာ ဒီႏိုင္ငံေတြမွာလဲ ေျပာင္းလဲမွဳေတြ ျဖစ္လာေစႏိုင္ပါတယ္။
ဒီေတာ့ ေမးစရာရွိလာပါတယ္။ အီရတ္ရဲ႕ ဒီမိုကေရစီအသြင္ ေျပာင္းလဲမွဳျဖစ္စဥ္ဟာ ေရရွည္မွာ ေအာင္ျမင္ႏိုင္ပါ့မလား။ ဒီမိုကေရစီ အသြင္ ကူးေျပာင္းမွဳျဖစ္စဥ္ ေအာင္ျမင္ႏိုင္ေခ် အရွိဆံုးလို႕ ႏိုင္ငံေရးသိပၸံပညာရွင္မ်ား ဆိုထားၾကတဲ့ လူဦးေရနည္းမွဳ၊ လူမ်ိဳး-ဘာသာကြဲျပားျခားနားတဲ့ political segments နည္းပါးမွဳ၊ elite control ႏွဳန္း ျမင့္မားမွဳ စတဲ့အခ်က္ေတြကိုေတာ့ အီရတ္ရဲ႕ ႏိုင္ငံေရး လူ႕အဖြဲ႕အစည္း တည္ေဆာက္မွဳသ႑ာန္မွာ ေတြ႕ရွိႏိုင္ပါတယ္။ ဒါေၾကာင့္ ေအာင္ျမင္ႏိုင္ေခ် မ်ားျပားတယ္လို႕ ဆိုႏိုင္ပါတယ္။
ဒါေပမယ့္လဲ အီရတ္ရဲ႕ ပင္လယ္ေကြ႕ေဒသ အခန္းက႑ကေတာ့ မေသခ်ာ၊ မေရရာ ျဖစ္ေနတုန္းပါပဲ။ အီရတ္ရဲ႕ ဒီမိုကေရစီ အသြင္ကူးေျပာင္းမွဳျဖစ္စဥ္ဟာ အီရတ္ႏိုင္ငံသားမ်ားက ဦးေဆာင္ေျပာင္းလဲမွဳမဟုတ္ပဲ ႏိုင္ငံတကာက ဦးေဆာင္ပါ၀င္ ကူးေျပာင္းမွဳျဖစ္ေနတာေၾကာင့္၊ ဒါရဲ႕ ေနာက္ဆက္တြဲ ျပႆနာျဖစ္တဲ့ အိမ္နီးခ်င္းႏိုင္ငံမ်ားနဲ႕ သံတမန္ဆက္ဆံေရး၊ အိမ္နီးခ်င္းႏိုင္ငံမ်ားနဲ႕ ပတ္သက္တဲ့ ႏိုင္ငံျခားေရး မူ၀ါဒ စတာေတြမွာ ရွင္းရွင္းလင္းလင္း မရွိေသးပါဘူး။ ႏိုင္ငံအုပ္ခ်ဳပ္တဲ့ အစိုးရရဲ႕ သေဘာထားမွန္နဲ႕ ႏိုင္ငံတကာ တပ္မ်ားရဲ႕ မူ၀ါဒေရးတို႕ေတြနဲ႕ ေရာေႏွာေနပါတယ္။ ဒီလိုပါပဲ။ အီရန္နဲ႕ ဂ်ီစီစီႏိုင္ငံမ်ားရဲ႕ အီရတ္အေပၚထားရွိတဲ့ သံတမန္ေရး၊ ႏိုင္ငံျခားေရးမူ၀ါဒေတြကလဲ ရွင္းရွင္းလင္းလင္း မရွိေသးပါဘူး။ အေမရိကန္နဲ႕ ႏိုင္ငံတကာ တပ္ေတြ ထြက္သြားျပီး ေနာက္ပိုင္းမွာမွ ဒါေတြကို ထင္ထင္ရွားရွား ေတြ႕ျမင္ႏိုင္မွာ ျဖစ္ပါတယ္။ လံုျခံဳေရးရွဳေထာင့္က ၾကည့္ရင္ေတာ့ full-fledged civil war တခုတည္းနဲ႕တင္ အီရတ္ရဲ႕ democratization process ဟာ democratic consolidation stage ကို မေရာက္လာပဲ အာဏာရွင္စနစ္ကို ျပန္ဦးတည္သြားႏိုင္တာေတြလဲ ျဖစ္လာႏိုင္တာေၾကာင့္ ဒီမိုကေရစီကို အေျခခံတဲ့ advanced polity ကို ျမွင့္တင္ေပးႏိုင္မယ့္ လူထုလူတန္းစားအဖြဲ႕အစည္း (Civil Society) အားေကာင္းလာမွဳကို တိုးျမွင့္ ေဆာင္ရြက္သင့္တယ္လို႕ ပညာရွင္မ်ားက ေထာက္ျပေျပာဆိုထားၾကပါတယ္။ အခုဆက္လက္ျပီး ပင္လယ္ေကြ႕ေဒသရဲ႕ အင္အားၾကီးႏိုင္ငံတခုျဖစ္တဲ့ အီရန္ႏိုင္ငံရဲ႕ အခန္းက႑ကို ဆက္လက္တင္ျပပါမယ္။
အီရန္ႏိုင္ငံ
ပင္လယ္ေကြ႕ေဒသ လံုျခံဳေရးနဲ႕ ပတ္သက္ျပီး ေလ့လာဆန္းစစ္တဲ့အခါတိုင္းမွာ အီရန္ရဲ႕ ေဒသတြင္း အခန္းက႑ကို အဓိကထားျပီး ေလ့လာၾကရပါတယ္။ အခုအခ်ိန္ကာလအထိ အီရန္ဟာ ပင္လယ္ေကြ႕ေဒသႏိုင္ငံမ်ားအတြင္းမွာ အင္အားအၾကီးဆံုးႏိုင္ငံျဖစ္ေနပါတယ္။ အီရန္ရဲ႕ တင့္ကားတပ္ရင္းမ်ားနဲ႕ တိုက္ေလယာဥ္ပိုင္ဆိုင္မွဳဟာ ေဒသတြင္း တျခားႏိုင္ငံေတြထက္ ပိုျပီးမ်ားပါတယ္။ နယူးကလီးယား လက္နက္စြမ္းရည္ကို ရယူဖို႕ ၾကိဳးစားေနတယ္ဆိုတဲ့ သက္ေသ အေထာက္အထားေတြကိုလဲ ေတြ႕ေနရပါတယ္။ ေနာက္တခ်က္ကေတာ့ proxy empire ထူေထာင္ေနတဲ့ အသြင္သ႑န္ျဖစ္ပါတယ္။ ဒီအေၾကာင္းကို အေသးစိတ္ဆက္လက္ေဆြးေႏြးထားပါတယ္။
လက္ရွိႏိုင္ငံတကာေရးရာ အေျခအေနမွာေတာ့ အီရန္ႏိုင္ငံရဲ႕ ေခါင္းေဆာင္ေတြဟာ အီရန္ဟာ စစ္ေရး၊ ႏိုင္ငံေရးအရ အလြန္အေရးၾကီးတဲ့ အေျခအေနမွာ ေရာက္ေနတယ္လို႕ သံုးသပ္ထားၾကပါတယ္။ စစ္ေရးပထ၀ီ၀င္အေနနဲ႕ ၾကည့္မယ္ဆိုရင္ေတာ့ အီရတ္နဲ႕ အာဖရိကန္မွာ အေမရိကန္နဲ႕ ႏိုင္ငံတကာတပ္ေတြ တပ္စြဲထားမွဳဟာ တဘက္ကေန အီရန္ကို ၀န္းရံထားသလိုလဲ ျဖစ္ေနပါတယ္။ အီရန္ရဲ႕ ေတာင္ပိုင္း ကမ္းရိုးတန္းဘက္မွာကလဲ အေမရိကန္ ေရတပ္ရဲ႕ ပင္လယ္ေကြ႕ လည့္လည္ေစာင့္ၾကပ္ၾကည့္ရွဳေရး လံုျခံဳေရး စစ္သေဘၤာေတြ ရွိေနပါတယ္။ ေနာက္တခ်က္က ေဒသတြင္းမွာလဲ တခုတည္းျဖစ္ေနတဲ့ Shia'a state ပါ။ ဒီေဒသရဲ႕ အုပ္ခ်ဳပ္ေရးအာဏာကို အမ်ားဆံုးရယူထားၾကတဲ့အစိုးရေတြက Sunni monarchies ေတြပါ။ ေဒသရဲ႕ လံုျခံဳေရးနဲ႕ တည္ျငိမ္ေရးမွာ အဓိက လႊမ္းမိုးေနရာယူထားခဲ့တာက အေမရိကန္ျပည္ေထာင္စုျဖစ္ေပမယ့္ အီရန္ကလဲ သူ႕ဟာသူ natural hegemon လို႕ ျမင္ပါတယ္။ ဒါေၾကာင့္လဲ ေဒသတြင္းမွာ သူ႕အင္အားကို ၾကီးမားလာေအာင္ တိုးခ်ဲ႕တည္ေဆာက္ေနတာ ျဖစ္ပါတယ္။
ဒါေပမယ့္ အီရတ္နဲ႕ကေတာ့ ပံုသ႑ာန္ကြာျခားပါတယ္။ ဘာေၾကာင့္လဲဆိုေတာ့ အီရန္ရဲ႕ မူ၀ါဒေတြတည္းမွာ အိမ္နီးခ်င္းႏိုင္ငံေတြကို က်ဴးေက်ာ္သိမ္းပိုင္းဖို႕ မပါပါဘူး။ ဆာဒန္ဟူစိန္လက္ထက္ အီရတ္ႏိုင္ငံရဲ႕ ေဒသတြင္း ေပၚလစီက territorial status quo ကို ထိန္းထားဖို႕ျဖစ္ပါတယ္။ အခုအီရန္ရဲ႕ အင္အားၾကီးႏိုင္ငံ တည္ေဆာက္ေရး မူ၀ါဒကေတာ့ ဒီလို မဟုတ္ပါဘူး။ အေတြးအေခၚ စစ္ပြဲေတြနဲ႕ အိမ္နီးခ်င္းႏိုင္ငံေတြရဲ႕ အင္အားၾကီးမားႏိုင္မွဳစြမ္းရည္ကို ကန္႕သတ္ေရးပဲ ျဖစ္ပါတယ္။ ဒီအခါမွာ ေဒသတြင္းလံုျခံဳေရးကို တာ၀န္ယူထားျပီး၊ ေဒသတြင္း ဒီမိုကေရစီအသြင္ကူးေျပာင္းမွဳကို ဦးစားေပးေဆာင္ရြက္ေနတဲ့ အေမရိကန္ျပည္ေထာင္စုနဲ႕ ပ႗ိကၡျဖစ္လာပါတယ္။ ဒါေပမယ့္ သူတို႕ႏွစ္ႏွစ္ႏိုင္ငံအၾကားမွာ ရည္ရြယ္ခ်က္ေတြကေတာ့ မတူညီပါဘူး။ အီရန္က ပင္လယ္ေကြ႕ေဒသအေပၚ အေမရိကန္ရဲ႕ လႊမ္းမိုးမွဳကို confrontation လုပ္ခ်င္ျပီး၊ အေမရိကန္ကေတာ့ containment policy ကိုပဲ က်င့္သံုးထားပါတယ္။ ဒါေပမယ့္ အီရန္ရဲ႕ ဒီမိုကေရစီအေရး လွဳပ္ရွားမွဳေတြ၊ လူ႕အခြင့္အေရး လွဳပ္ရွားမွဳေတြကိုေတာ့ ေထာက္ခံပါတယ္။
ဒီေနရာမွာ ႏိုင္ငံတႏိုင္ငံရဲ႕ ဒီမိုကေရစီလွဳပ္ရွားမွဳေတြ၊ အာဏာရွင္ဆန္႕က်င္ေရးလွဳပ္ရွားမွဳေတြကို အေမရိကန္အပါအ၀င္ ႏိုင္ငံတကာရဲ႕ ေထာက္ခံမွဳဆိုတာကို ဘယ္လိုအတိုင္းအတာကို ေခၚဆိုတယ္ဆိုတာကို မွန္မွန္ကန္ကန္ သိျမင္ဖို႕ လိုအပ္ပါတယ္။ တခ်ိဳ႕ႏိုင္ငံတကာ လွဳပ္ရွားမွဳ လုပ္သူုေတြက ႏို္င္ငံတကာ ေထာက္ခံမွဳဆိုတာကို ႏိုင္ငံတကာက သူတို႕ဘက္မွာ လံုး၀ ရွိေနျပီ။ လိုအပ္လာရင္ ၀င္ကူညီေျဖရွင္းေပးေတာ့မယ္၊ အာဏာရွင္ကို ၀င္တိုက္ေပးေတာ့မယ္လို႕ ယူဆေမွ်ာ္လင့္တတ္ၾကပါတယ္။ ဘာနဲ႕တူသလဲဆိုေတာ့ ကေလးဆီက ကစားစရာပစၥည္းကို အရူးက ၀င္လုသြားတဲ့အခါ ကေလးက လူၾကီးေတြကို သူတို႕ဘက္ကေန အရူးကို ၀င္ခ်ေပးဖို႕ ေမွ်ာ္လင့္သလိုပါပဲ။ ဒါေပမယ့္ အရူးကို သြားခ်ဖို႕ဆိုတာကေတာ့ rational thinking ရွိတဲ့ မိဘလူၾကီးေတြအတြက္ နည္းနည္းေတာ့ စဥ္းစားရပါတယ္။ အရူးကို သြားရိုက္လိုက္လို႕ အရူးက ျပန္အႏၱရာယ္ျပဳႏိုင္တဲ့ အတိုင္းအတာလဲ စဥ္းစားရပါေသးတယ္။ အရူးမွာက လက္နက္ရွိေနရင္ ပိုဆိုးပါတယ္။ ကေလးအရုပ္ကို သြားျပန္လုေပးဖို႕မွာ အရူးကို ၀ိုင္းရိုက္ရင္ ႏိုင္ႏိုင္ေပမယ့္၊ အရူးျပန္ရိုက္လို႕ ကိုယ္နာမွာလဲ ရွိေနေသးေတာ့ ကေလးအရုပ္အတြက္ ကိုယ္က အနာခသင့္သလား၊ မသင့္ဘူးလားဆိုတာကလဲ ရွိပါေသးတယ္။ ကေလးအတြက္ေတာ့ ဒီအရုပ္က တန္ဖိုးရွိေပမယ့္ လူၾကီးေတြအတြက္ကေတာ့ ကေလးထားသေလာက္ တန္ဖိုးက ရွိခ်င္မွ ရွိမွာပါ။ ဒါက မိသားစုေရးရာအဆင့္မွာပါ။ ႏိုင္ငံတကာေရးရာမွာက်ေတာ့ ဒီထက္ ပိုအေရးၾကီးတဲ့ စဥ္းစားေတြးေခၚမွဳေတြက လိုအပ္လာပါတယ္။
ဒီေနရာမွာ ေထာက္ခံမွဳဆိုတဲ့ စကားအျပင္ ဒီႏိုင္ငံႏွစ္ႏိုင္ငံၾကားက ႏိုင္ငံျခားေရး မူ၀ါဒေတြကို ထည့္တြက္မွလဲ မွန္ကန္တဲ့ အေျဖကို ရရွိမွာျဖစ္ပါတယ္။ containment policy မူ၀ါဒအဆင့္မွာပဲဆိုရင္ ၀င္ေရာက္ကူညီေပးမွဳ မျပဳလုပ္ပါဘူး။ ေတာ္ရံုတန္ရံု အေၾကာင္းျပခ်က္ေတြေလာက္နဲ႕လဲ confrontation အဆင့္ေတြကို အေမရိကန္အပါအ၀င္ ႏိုင္ငံၾကီးေတြက မတက္လွမ္းပါဘူး။ ဘာေၾကာင့္လဲဆိုေတာ့ ဒီလို humanitarian intervention, military intervention ေတြ ျပီးရင္ အာဏာရွင္အစိုးရေတြကို ျဖဳတ္ခ်လိုက္ရံုနဲ႕ ျပီးတာမဟုတ္ပဲ state-building ကိုပါ တာ၀န္ယူေပးရလို႕ ျဖစ္ပါတယ္။ ဒီလိုတာ၀န္ယူေပးရတဲ့အခါမွာ အာဏာရွင္ေနာက္လိုက္ေဟာင္းေတြက ပုန္ကန္ျခားနားမွဳေတြကို အစိုးရသစ္ကိုယ္စား ေခ်မွဳန္းျပီး၊ law and order restoration လုပ္ရတာေတြကလဲ ရွိပါတယ္။ ဒီလိုေတြ လုပ္ရတဲ့အခါမွာ ႏိုင္ငံတကာတပ္ေတြအတြက္ အထိအခိုက္ အက်အဆံုးေတြရွိပါတယ္။ ဒါနဲ႕ပတ္သက္ျပီး သက္ဆိုင္ရာႏိုင္ငံက ျပည္သူေတြက ေက်နပ္မွဳမရွိတဲ့အခါမွာ ဒီမိုကေရစီႏိုင္ငံၾကီးေတြရဲ႕ အစိုးရအဖြဲ႕၀င္ေတြ ေနာင္ေရြးေကာက္ပြဲ မဲရႏိုင္ေခ်ကို ထိခိုက္လာပါတယ္။ ေနာက္ထပ္အေရးၾကီးတဲ့ ကိစၥကေတာ့ ဘ႑ာေရး ကိစၥပါ။ တျခား ႏိုင္ငံငယ္အေရးေတြမွာ မဆိုထားနဲ႕။ ဥေရာပထဲမွာ ျဖစ္ေနတဲ့ ေဘာ့စနီးယား အေရး စတာေတြမွာေတာင္ post-conflict reconstruction နဲ႕ ပတ္သက္လို႕ ႏိုင္ငံတကာ အဖြဲ႕အစည္းေတြရဲ႕ စရိတ္စကေတြက လိုအပ္ခ်က္ေတြတိုင္းကို မျပည့္မွီပါဘူး။ ဒါေၾကာင့္ ႏိုင္ငံၾကီးေတြက သူတို႕၀င္ေရာက္ကူညီရတာေတြ၊ humanitarian intervention လုပ္ရတာေတြထက္စာရင္ သူ႕ဘာသာသူ ေျပာင္းလဲသြားမွဳေတြကိုပဲ ပိုလိုလားပါတယ္။ ဒီလိုဆိုလို႕ ဒီမိုကေရစီအေရးကို မေထာက္ခံတာမဟုတ္ပါဘူး။ ဒီမိုကေရစီ တက္ၾကြလွဳပ္ရွားသူေတြကို စိတ္ပိုင္းဆိုင္ရာ၊ ဘ႑ာေရးပိုင္းဆိုင္ရာေတြမွာ အတိုင္းအတာတရပ္အထိ ေထာက္ခံအားေပးတာပဲ ျပဳလုပ္ၾကျပီး၊ အာဏာရွင္နဲ႕ လွဳပ္ရွားသူေတြအၾကားမွာ ေစ့စပ္ေဆြးေႏြးေရးလမ္းေၾကာင္းေပၚ တက္ႏိုင္ေအာင္ ျပဳလုပ္တာ၊ အာဏာရွင္အစိုးရေတြကို ျဖဳတ္ခ်ျပီး အသစ္ဖြဲ႕စည္းလိုက္တဲ့ ၾကားျဖတ္အစိုးရကို ေထာက္ခံတာ စတာေတြကို ပိုမိုအားေပးၾကပါတယ္။
ဒါေပမယ့္ ဒီမိုကေရစီ လွဳပ္ရွားတဲ့ ႏိုင္ငံေတြက ႏိုင္ငံတကာကင္ပိန္းျပဳလုပ္သူေတြေရာ၊ ျပည္တြင္းလွဳပ္ရွားမွဳ ျပဳလုပ္သူေတြကပါ ဒီအခ်က္ေတြကို ထည့္သြင္းစဥ္းစားမွဳ မလုပ္ၾကပဲ ႏိုင္ငံတကာ ေထာက္ခံမွဳဆိုတာကို ၀င္ေရာက္ကူညီေပးမွဳလို႕ ေမွ်ာ္လင့္တြက္ခ်က္ပါတယ္။ လွဳပ္ရွားမွဳေတြကို ေထာက္ခံတယ္ဆိုျပီး၊ ၀င္ေရာက္မကူညီေပးတာကို အျပစ္တင္လာၾကျပန္ပါတယ္။ စကားနဲ႕မေျပာပဲ အလုပ္နဲ႕ သက္ေသျပဖို႕ ေတာင္းဆိုလာၾကျပန္ပါတယ္။ ဒါေတြကလဲ ျဖစ္ေလ့ျဖစ္ထ ရွိေနတဲ့ ကိစၥရပ္ေတြပါပဲ။ တကယ္တန္းက်ေတာ့ ဒီမိုကေရစီလွဳပ္ရွားမွဳကို ေထာက္ခံတယ္ဆိုတာက လိုအပ္ရင္ စစ္ေရးအရ အေရးယူေပးပါ့မယ္လို႕ ကတိစကား ေျပာၾကားတာ မဟုတ္ေလေတာ့ ဒါကို မွားယြင္းျပီး အဓိပၸာယ္ေကာက္မိတဲ့အခါ အခက္အခဲေတြ၊ မျဖစ္သင့္တာေတြ ျဖစ္လာေစပါတယ္။

၂၀၀၃ အီရတ္စစ္ပြဲမတိုင္ခင္ကာလက ဂ်ီစီစီႏိုင္ငံမ်ားကို အေမရိကန္ရဲ႕ လံုျခံဳေရးေစာင့္ေရွာက္မွဳနဲ႕ ပတ္သက္တဲ့ အေမရိကန္မူ၀ါဒနဲ႕ ပတ္သက္ျပီး မဟာဗ်ဴဟာေလ့လာေရးပညာရွင္တေယာက္က အီရန္နဲ႕ အီရတ္တို႕အၾကားက အင္အားယွဥ္ျပိဳင္မွဳဟာ ပင္လယ္ေကြ႕ေဒသ က တျခားႏိုင္ငံမ်ားကို ျခိမ္းေခ်ာက္သလို ျဖစ္လာေစခဲ့ေၾကာင္း သံုးသပ္ေျပာဆိုခဲ့ပါတယ္။ အီရတ္စစ္ပြဲေနာက္ပိုင္းကာလမွာ ဒီအသြင္သ႑ာန္ဟာ ေျပာင္းလဲ လာခဲ့ေပမယ့္ အီရန္ရဲ႕ ႏိုင္ငံေရး ရည္မွန္းခ်က္ေတြ၊ proxy warfare နဲ႕ ပတ္သက္တဲ့ ေအာင္ျမင္မွဳေတြ၊ နယူးကလီးယားလက္နက္ ထုတ္လုပ္ေရး စတာေတြဟာ ဂ်ီစီစီအဖြဲ႕၀င္ ႏိုင္ငံမ်ားရဲ႕ လံုျခံဳေရးကို ျခိမ္းေခ်ာက္ေနသလို ျဖစ္လာခဲ့တယ္။ ဒါေၾကာင့္လဲ ဂ်ီစီစီႏိုင္ငံမ်ားရဲ႕ စစ္အသံုးစရိတ္ဟာ တျဖည္းျဖည္း ျမင့္တက္လာခဲ့တယ္။ ၂၀၀၇ ခုႏွစ္က ယူေအအီးမွာ လုပ္ခဲ့တဲ့ လက္နက္ျပပြဲမွာ ေဆာ္ဒီႏိုင္ငံဟာ တိုက္ေလယာဥ္၊ ဒံုးက်ည္၊ ေခ်မွဳန္းေရးရဟတ္ယာဥ္နဲ႕ တင့္ကား သံုးရာေက်ာ္ကုိ ေဒၚလာ ၅၀ ဘီလီယံ အကုန္အက်ခံျပီး ၀ယ္ယူခဲ့တယ္။ ယူေအအီးႏိုင္ငံကေတာ့ လက္ရွိ ပင္လယ္ေကြ႕ေဒသရဲ႕ လံုျခံဳေရးဟာ လမ္းဆံုတခုကို ေရာက္ေနသလို ျဖစ္ေနတယ္လို႕ ထင္ျမင္တာေၾကာင့္ စစ္လက္နက္အင္အား တိုးခ်ဲ႕မွဳကို ျပဳလုပ္လာခဲ့တယ္။
ဒါေပမယ့္ ဂ်ီစီစီႏိုင္ငံမ်ားရဲ႕ စစ္လက္နက္အင္အားခ်ဲ႕မွဳဟာ အီရန္လို ေဒသတြင္းလႊမ္းမိုးေရး ရည္ရြယ္ခ်က္ေတြနဲ႕ ေတာ့ မဟုတ္ဘူး။ သူတို႕ရဲ႕ energy reserves ကို ကာကြယ္ေပးဖို႕နဲ႕ ပင္လယ္ေကြ႕ေဒသကို အေမရိကန္ရဲ႕ လံုျခံဳေရး အကာအကြယ္ေပးေနမွဳကို တတ္ႏိုင္သမွ် ေလွ်ာ့ခ်ႏိုင္ဖို႕ ျဖစ္ပါတယ္။ ဒီအခ်က္ႏွစ္ခုကလြဲရင္ ဂ်ီစီစီ တိုင္းျပည္ေတြက ပင္လယ္ေကြ႕ေဒသရဲ႕ လက္ရွိ လံုျခံဳေရး အေျခအေနကို ေျပာင္းလဲ လိုစိတ္မရွိၾကပါဘူး။ ဒါေပမယ့္လဲ သူတို႕ရဲ႕ ျပည္တြင္းေရးမွာ ေျပာင္းလဲႏိုင္တဲ့ အလားအလာေတြဟာ ေဒသတြင္း အေျခအေနေတြကိုပါ ထိခတ္မွဳရွိလာႏိုင္ပါတယ္။
ဒါနဲ႕ ပတ္သက္ျပီး ေဆာ္ဒီအာေရးဗီးယား ႏိုင္ငံကို ဥပမာ ေပးလိုပါတယ္။ ေဆာ္ဒီဟာ ကမၻာ့ oil reserves ရဲ႕ ၂၁.၉ % ကို ပိုင္ဆိုင္ထားပါတယ္။ ေလ့လာသံုးသပ္သူေတြကေတာ့ ေဆာ္ဒီႏိုင္ငံအတြင္းမွာ ျဖစ္ေနတဲ့ tensions ေတြဟာ ႏိုင္ငံတြင္း ႏိုင္ငံေရး မတည္ျငိမ္မွဳ ျဖစ္လာႏိုင္ေစတယ္လို႕ သံုးသပ္ၾကပါတယ္။ အဓိက တင္းမာမွဳေတြကေတာ့ Crown Prince Abdulla နဲ႕ သူ႕ရဲ႕ half-brother ျပည္ထဲေရး၀န္ၾကီး Prince Nayef တို႕ အၾကားက တင္းမာမွဳျဖစ္ပါတယ္။ ပညာရွင္ေတြက Abdulla ကို လစ္ဘရယ္ ျပဳျပင္ေျပာင္းလဲသူလို႕ သတ္မွတ္ၾကျပီး၊ Nayef ကေတာ့ အေမရိကန္ဆန္႕က်င္ေရး ဘာသာေရးေခါင္းေဆာင္ clerics ေတြဘက္က ရပ္တည္သူလို႕ သတ္မွတ္ၾကပါတယ္။
ေဆာ္ဒီမွာ ျဖစ္လာႏိုင္မယ့္ ျပည္တြင္းႏိုင္ငံေရး အေျခအေနနဲ႕ ပတ္သက္ျပီး scenario ႏွစ္ခုရွိေနပါတယ္။ ပထမတမ်ိဳးကေတာ့ စီးပြားေရးက်ဆင္းမွဳေတြနဲ႕ house of saud ရဲ႕ အာဏာတည္မွဳကို ျခိမ္းေခ်ာက္ေနမွဳေတြေၾကာင့္ အေမရိကန္နဲ႕ အေနာက္ဆန္႕က်င္ေရး သမားေတြဘက္ကို အႏိုင္ရသြားေစႏိုင္မွဳျဖစ္ပါတယ္။ အဲဒီလို ျဖစ္လာခဲ့ရင္ေတာ့ oil flow ကို ထိခိုက္ေစႏိုင္ပါတယ္။ ေနာက္ထပ္ျဖစ္ႏိုင္ေခ်တခုကေတာ့ တင္းမာမွဳေတြ ဆက္ျဖစ္ေနေပမယ့္ လက္ရွိ အုပ္ခ်ဳပ္ေရးကိုေတာ့ မထိခိုက္ႏိုင္တဲ့ အေျခအေနပါ။ ဒီ scenario ႏွစ္ခုထက္ ပိုျပီး ျခိမ္းေခ်ာက္ေနတဲ့ အခ်က္ကေတာ့ oil facilities ေတြကို ဖ်က္ဆီးဖို႕ ၾကိဳးစားမယ့္ အၾကမ္းဖက္လုပ္ရပ္ေတြပါပဲ။ ဒါကို ကာကြယ္ဖို႕ ပိုအေရးၾကီးတယ္လို႕႔လဲ တခ်ိဳ႕ အၾကမ္းဖက္ ေလ့လာေရး ပညာရွင္ေတြက ေထာက္ျပခဲ့ၾကပါတယ္။
ျမန္မာ့အေရး
က်ြန္မတို႕ ျမန္မာႏိုင္ငံနဲ႕ ဒီပင္လယ္ေကြ႕ေဒသအၾကား ဆက္ႏြယ္မွဳေတြကေတာ့ အသြင္သ႑ာန္သံုးမ်ိဳး ရွိေနပါတယ္။ ပထမတမ်ိဳးကေတာ့ အာရွ- ပစိဖိတ္ေဒသထဲကို တင္သြင္းေနတဲ့ ေရနံေတြဟာ ပင္လယ္ေကြ႕ေဒသကျဖစ္တာေၾကာင့္ ေစ်းႏွဳန္းအတက္အက်ဟာ ျမန္မာႏိုင္ငံရဲ႕ စီးပြားေရးအေပၚ ထိခတ္မွဳေတြရွိပါတယ္။ ေနာက္တမ်ိဳးကေတာ့ ပင္လယ္ေကြ႕ေဒသက ေရနံေတြကို တရုတ္ရဲ႕ တင္သြင္းမွဳ အေျခအေနျဖစ္ပါတယ္။ တရုတ္ရဲ႕ ျမန္မာျပည္အေပၚ စိတ္၀င္စားမွဳကို ဆြဲေဆာင္ထားတဲ့ အေရးၾကီးဆံုး အခ်က္ကေတာ့ energy security အတြက္ ျဖစ္ေနတာေၾကာင့္ပါပဲ။ ေနာက္ထပ္တမ်ိဳးကေတာ့ အေတြးအေခၚနဲ႕ ေမွ်ာ္လင့္ခ်က္ေတြပါ။ အီရတ္ ၂၀၀၃ စစ္ပြဲအျပီးမွာ ျပည္တြင္း၊ ျပည္ပ ဒီမိုကေရစီ လွဳပ္ရွားသူေတြက အီရတ္ကို အေမရိကန္၀င္တိုက္သလို ျမန္မာႏိုင္ငံကိုလဲ လာတိုက္ေပးမွာပဲလို ေမွ်ာ္လင့္ၾကပါတယ္။ ေမွ်ာ္လင့္ေနသူေတြလဲ ရွိေနဆဲပါပဲ။ ဒါေပမယ့္ ျမန္မာႏိုင္ငံရဲ႕ ႏိုင္ငံေရး၊ စစ္ေရး ပထ၀ီ၀င္အေနအထားဟာ အီရတ္လို မဟုတ္ပါဘူး။ အီရတ္မွာတုန္းက ႏိုင္ငံတကာ၀င္ေရာက္မွဳကို ဆန္႕က်င္ကန္႕ကြက္မယ့္ အင္အားၾကီးႏိုင္ငံေတြ ေဒသတြင္းမွာ မရွိပါဘူး။ အင္အား အတိုင္းအတာတခုရွိတဲ့ အီရန္က လူမ်ိဳးေရးကိစၥရွိေနတာေၾကာင့္ ႏွဳတ္ဆိတ္ေနပါတယ္။ ျပီးေတာ့ အေမရိကန္ကလဲ ဒီေဒသရဲ႕ လံုျခံဳေရးကို တာ၀န္ယူထားတဲ့ ႏိုင္ငံျဖစ္တာေၾကာင့္ အေမရိကန္ဦးေဆာင္တဲ့ တပ္ေတြ အီရတ္ကို ၀င္ေရာက္တိုက္ခိုက္မွဳအတြက္ အခက္အခဲ မရွိလွပါဘူး။ အီရတ္ကို မ၀င္ေရာက္ခင္မွာ က်င့္သံုးခဲ့တဲ့ dual containment မူ၀ါဒက မေအာင္ျမင္ခဲ့ပါဘူး။
ျမန္မာျပည္အေရးမွာက်ေတာ့ ျမန္မာႏိုင္ငံဟာ စစ္ေရးပထ၀ီ၀င္အရ အခ်က္အခ်ာက်တဲ့ ေနရာမွာ တည္ရွိေနပါတယ္။ ျမန္မာႏိုင္ငံရဲ႕ အာဏာရွင္စနစ္ဟာ ျပည္သူျပည္သားေတြရဲ႕ လံုျခံဳေရးကို ထိခိုက္ေနေပမယ့္ ကမၻာ့လံုျခံဳေရးကို အီရတ္လို ထိခိုက္ႏိုင္မယ့္ degree က မျမင့္ပါဘူး။ ျမန္မာက ဆင္ႏႊဲေနတဲ့ proxy warfare မရွိပါဘူး။ ေဒသတြင္းမွာ အင္အားၾကီး ႏိုင္ငံႏွစ္ခုျဖစ္တဲ့ အိႏၵိယနဲ႕ တရုတ္ႏိုင္ငံတို႕ ရွိေနပါတယ္။ အေနာက္ႏိုင္ငံေတြရဲ႕ ဒီေဒသေပၚမွာ ထားတဲ့ strategic interest ကေတာ့ တရုတ္ရဲ႕ အင္အားၾကီးမားလာတဲ့ ပါ၀ါကို ထိန္းညွိေပးႏိုင္ဖို႕ အိႏၵိယ ပါ၀ါကို ျမွင့္တင္ေရးပဲ ျဖစ္ပါတယ္။ အိႏၵိယနဲ႕ တရုတ္ကို Balance of Power အျဖစ္ ထိန္းညွိရင္း တရုတ္ႏိုင္ငံကိုေတာ့ containment policy ကိုပဲ က်င့္သံုးပါတယ္။ တခ်ိန္တည္းမွာပဲ ကုန္သြယ္မွဳ အက်ိဳးအျမတ္ေတြ ရရွိဖို႕ကိုလဲ အာရံုစိုက္ပါတယ္။ ဒါေၾကာင့္ ေဒသတြင္းမွာ အေမရိကန္ဦးေဆာင္တဲ့ ႏိုင္ငံတကာက စစ္အင္အားသံုးျပီး ၀င္ေရာက္ကူညီေျဖရွင္းမွဳ ဆိုတာေတြက ျဖစ္ႏိုင္ေခ်နည္းပါတယ္။ လိုအပ္လာရင္ေတာင္ အိႏၵိယႏိုင္ငံနဲ႕ ေဒသတြင္း တပ္ေတြရဲ႕ အခန္းက႑ကို ေရွ႕တန္းတင္လာရႏိုင္ပါတယ္။ ဒါကလဲ ေနာက္ဆံုး အေျခအေနမွ ျဖစ္ပါတယ္။ တခါ post-conflict reconstruction အသံုးစရိတ္ေတြကို ျမန္မာႏိုင္ငံအတြက္ လာသံုးေပးသင့္၊ မသံုးေပးသင့္ဆိုတာကလဲ ထည့္သြင္းစဥ္းစားရမယ့္ အခ်က္ျဖစ္ပါတယ္။ အာဏာရွင္စနစ္ဆိုး ဒဏ္ကို ျပည္သူေတြ ခံေနၾကရပါလားဆိုျပီး ကိုယ္ခ်င္းစာစိတ္နဲ႕ သူတို႕ႏိုင္ငံတပ္ေတြကို အထိအခိုက္ခံျပီး၊ သူတို႕ကို မဲေပးေရြးခ်ယ္ထားတဲ့ ျပည္သူလူထုက ကန္႕ကြက္မွာကို ဆန္႕က်င္ျပီး၊ ကုလသမဂၢရဲ႕ အားနည္းခ်က္ေတြကို ေက်ာ္လႊားႏိုင္ျပီး ျမန္မာ့ေျမေပၚကို အေမရိကန္ စစ္တပ္ေရာက္လာဖို႕ ဆိုတာကေတာ့ အေတာ္ကို ရွားရွားပါးပါး ျဖစ္ႏိုင္ေခ်ပဲ ျဖစ္ပါတယ္။
ဒီလိုဆိုလို႕ ႏိုင္ငံတကာက ျမန္မာျပည္ကို စစ္အင္အားသံုးျပီး ၀င္ေရာက္ကူညီေျဖရွင္းမွာမဟုတ္ဘူး ဆိုတာနဲ႕ ပတ္သက္ျပီး အာဏာရွင္ကို လုပ္ခ်င္တာ လုပ္ခြင့္ရေအာင္ ေျမွာက္ေပးေနတာလား၊ လူေတြရဲ႕ ေမွ်ာ္လင့္ခ်က္ကို ရိုက္ခ်ိဳးေနတာလားလို႕ ေမးစရာ ရွိလာပါတယ္။ အာဏာရွင္ဆိုတာက လက္ေတြ႕မွာ ႏိုင္ငံတကာနဲ႕ သံတမန္ေၾကာင္းအရ ဆက္ဆံေနရသူေတြ ျဖစ္ပါတယ္။ ဒါေၾကာင့္ ႏိုင္ငံတကာအဖြဲ႕အစည္းေတြရဲ႕ အားနည္းခ်က္ေတြ၊ ႏိုင္ငံျခားေရး မူ၀ါဒေတြ၊ မဟာဗ်ဴဟာ တြက္ကိန္းေတြကို က်ြန္မတို႕ အတိုက္အခံေတြထက္ ပိုျပီး သိနားလည္ႏိုင္ပါတယ္။ ဒါေၾကာင့္လဲ ႏိုင္ငံတကာ ဖိအားဆိုတာေတြကို ဂရုမစိုက္ပဲ ထင္ရာစိုင္းေနခဲ့ၾကတာျဖစ္ပါတယ္။ ႏိုင္ငံတကာရဲ႕ ျပစ္တင္ေ၀ဖန္မွဳေတြ၊ စတိတ္မင့္ေတြ၊ လာေရာက္ေဆြးေႏြးေျပာဆိုမွဳေတြ၊ နားခ်တိုက္တြန္းမွဳေတြဆိုတာက သူတို႕အတြက္ ကစားစရာေလးေတြေတာင္ ျဖစ္ေနပါေသးတယ္။ ႏိုင္ငံတကာလွဳပ္ရွားမွဳဆိုတာေတြကိုပဲ အာရံုစိုက္ေနသေရြ႕ သူတို႕အတြက္က မ်က္ျဖဴဆိုက္ေလ၊ ဆရာၾကိဳက္ေလပါပဲ။
လူေတြရဲ႕ ေမွ်ာ္လင့္ခ်က္ကို ရိုက္ခ်ိဳးေနတာလား ဆိုတာနဲ႕ ပတ္သက္ျပီးကေတာ့ ဥပမာ အားျဖင့္ ဆိုရရင္ လူရမ္းကားတေထာင္ေလာက္ဟာ လက္နက္အင္အားသံုးျပီး၊ လူတသိန္းေလာက္ကို သံတိုင္ေတြနဲ႕ ကာရံထားတဲ့ အခ်ဳပ္ထဲမွာ ဖမ္းဆီးပိတ္ေလွာင္ထားတယ္ဆိုပါစို႕။ လူရမ္းကား ေတြျဖစ္တာေၾကာင့္ ေန႕စဥ္နဲ႕အမွ် လူေတြကိုလဲ ႏိွပ္စက္မယ္၊ အစာေရစာ မေက်ြးပဲ အငတ္ထားမယ္၊ ေရာဂါဘယေတြလဲ တစတစ ထူေျပာေနမယ္။ ဒီလိုအခါမ်ိဳးမွာ ဒီသံတိုင္ရဲ႕ ျပင္ပ လံုျခံဳရာ ေနရာမွာ ေရာက္ေနတဲ့သူေတြက ဘာေတြကို လုပ္သင့္ၾကသလဲ။ သံတိုင္ထဲက လူေတြနဲ႕ ဆက္ဆံေရး စနစ္ တည္ေဆာက္ရမယ္။ သံတိုင္ထဲက လူေတြကို ညီညီညြတ္ညြတ္နဲ႕ ပိတ္ေလွာင္ခံရတဲ့ ဘ၀ကေန လြတ္ေျမာက္နည္းေတြကို ေဆြးေႏြးၾကဖို႕ တိုက္တြန္းရမယ္။ ဒီသံတိုင္ေတြကို ဘယ္လိုနည္းနဲ႕ ခ်ိဳးပစ္ႏိုင္မလဲ ဆိုတာ စဥ္းစားရမယ္။ မခ်ိဳးႏိုင္ရင္ေတာင္ လူအားနဲ႕ ေကြးပစ္ႏိုင္မလား ေတြးၾကရမယ္။ လူရမ္းကားေတြကို တျဖည္းျဖည္းခ်င္း ဖဲ့ထုတ္စည္းရံုးရမယ္။ အစာေရစာ ငတ္ေနသူေတြကို လက္ငင္းမွာ ဘယ္လို ကူညီႏိုင္မလဲ ဆိုတဲ့ နည္းလမ္းေတြ ရွာၾကရမယ္။ လူထုအားနဲ႕ စုေပါင္းျပီး သံတိုင္ေတြကို ခ်ိဳးပစ္ႏိုင္မယ့္အခ်ိန္၊ လူရမ္းကားတခ်ိဳ႕ထဲက ဖဲ့ထုတ္စည္းရံုးထားသူေတြက လူေတြနဲ႕ ပူးေပါင္းႏိုင္မယ့္ အခ်ိန္၊ အျပင္က လူေတြကို ကိုယ့္လူကိုယ္စုျပီး သြားေရာက္ကူညီေပးႏိုင္မယ့္ အခ်ိန္၊ ဒါေတြကို ဟန္ခ်က္ညီ၊ တေျပးညီ ေပၚထြက္လာဖို႕ ၾကိဳးစားၾကရမယ္။ ဒါဟာ ဒီလိုအေျခအေနမွာ လူအမ်ား လုပ္သင့္တဲ့ လုပ္ေဆာင္နည္းေတြပါပဲ။ အဲလို မဟုတ္ပဲ အျပင္ကေန ထိုင္ျပီး၊ သံတိုင္ထဲက လူေတြကို အင္အားၾကီးမားတဲ့ ေဂၚဇီလာၾကီးေတြကို ေခၚထားတယ္။ အဲဒီေဂၚဇီလာၾကီးေတြက သံတိုင္ေတြကို ခ်ိဳးျပီး လူေတြကို ကယ္ထုတ္မွာ။ အခုေတာ့ ေဂၚဇီလာၾကီးေတြ အိပ္ေနလို႕။ သူ႕တို႕ကိုနည္းမ်ိဳးစံုနဲ႕ ၀ိုင္းႏွိဳးဖို႕ ၾကိဳးစားေနပါတယ္လို႕ ေျပာေနၾကရင္ေတာ့ ဒါဟာ ေမွ်ာ္လင့္ခ်က္ေပးရာမေရာက္ပဲ သံတိုင္ထဲက လူေတြကို ေမွ်ာ္ရင္းေမွ်ာ္ရင္း အင္အားခ်ည့္နဲ႕ေနေအာင္ လုပ္ေနတာနဲ႕ အတူတူပဲ ျဖစ္ပါတယ္။
ေနာက္တခ်က္က ဒီလို အေမရိကန္၊ ဥေရာပ ႏိုင္ငံတကာကင္ပိန္းေတြက သံုးတတ္ရင္ ေဆးျဖစ္ေပမယ့္ တန္ေဆး၊ လြန္ေဘး ျဖစ္တတ္တာ ရွိပါတယ္။ အဓိကကေတာ့ အသံုးမတတ္ရင္ အာဏာရွင္ လက္နက္ ျဖစ္သြားေစတတ္လို႕ပါပဲ။ ျမန္မာျပည္ရဲ႕ ပကတိ အေျခအေနမွန္မွာက ႏိုင္ငံေတာ္လံုျခံဳေရး၊ ျပည္သူလူထု အသက္အိုးအိမ္စည္းစိမ္လံုျခံဳေရးကို ေစာင့္ေရွာက္ရမယ့္ တပ္မေတာ္က ႏိုင္ငံေတာ္လံုျခံဳေရးကို ျပန္လည္ထိခိုက္ေနျပီး၊ ျပည္သူလူထုရဲ႕ အသက္အိုးအိမ္စည္းစိမ္လံုျခံဳေရးကို ျခိမ္းေခ်ာက္လာတာျဖစ္ပါတယ္။ ဒါကလဲ တပ္မေတာ္တရပ္လံုးေၾကာင့္ မဟုတ္ပါဘူး။ အာဏာရွင္ တစုေၾကာင့္ ျဖစ္ပါတယ္။ ဒီေတာ့ ဒီအာဏာရွင္ ေတြက အမွန္တရားကို တပ္မေတာ္သားေတြ မေတြ႕ျမင္ပဲ သူတို႕ေပးတဲ့ အမိန္႕ကို နာခံလာေအာင္ လုပ္ဖို႕က နံပါတ္ (၁) အေရးၾကီးပါတယ္။ သူတို႕ရဲ႕ ပါ၀ါတည္တံ့ခိုင္ျမဲေရးဆိုတာက စစ္တပ္နဲ႕ တျခားေဒါက္တိုင္ အဖြဲ႕အစည္းေတြက ေထာက္မေပးမွ ျဖစ္ႏိုင္ပါတယ္။ အမိန္႕ေပးမွဳဆိုတာေလးနဲ႕တင္ မလံုေလာက္ပါဘူး။ ႏိုင္ငံေတာ္ေတာ္မ်ားမ်ားမွာ လူထုနဲ႕ ပူးေပါင္းသြားတဲ့ တပ္မေတာ္သားေတြ အမ်ားအျပား ရွိခဲ့ဖူးပါတယ္။ ဒီေတာ့ ဒီလို စစ္တပ္နဲ႕ တျခားေဒါက္တိုင္ေတြ သူတို႕ အမိန္႕ကိုပဲ နာခံေနေအာင္၊ ေထာက္မေပးေနေအာင္ ဘာေတြ လုပ္သင့္ပါသလဲ။ စိတ္ပညာရွဳေထာင့္က ၾကည့္မယ္ဆိုရင္ေတာ့ လူေတြဆိုတာ ရန္သူ တစံုတရာ ရွိေနတယ္လို႕ ထင္ျမင္ေနရင္ အလိုလို စည္းရံုးလာတတ္ပါတယ္။ ေခါင္းေဆာင္ရွာတတ္လာပါတယ္။ ေခါင္းေဆာင္ရဲ႕ အမိန္႕ကို လိုက္နာလာတတ္ပါတယ္။ အႏၱရာယ္က်ေရာက္ေနတယ္လို႕ ထင္ျမင္ယူဆတဲ့အခါမွာ ဘယ္ေလာက္ပဲ စိတ္၀မ္းေတြ ကြဲေနေပမယ့္ ခဏေလးေတာ့ စည္းရံုးလာတတ္ပါတယ္။ ခဏခဏျငင္းခံုေနၾကတဲ့၊ တဦးနဲ႕ တဦး မတည့္တဲ့ လူခုနစ္ေယာက္ကို က်ားဆိုးရွိတယ္ေျပာျပီး ေတာနက္ထဲ သြားခ်လိုက္ရင္ က်ားဆိုးဆိုတဲ့ ျပင္ပရန္ကို ကာကြယ္ဖို႕ကိုပဲ အာရံုစိုက္လာႏိုင္ပါတယ္။ ဘယ္သူက ဒီလိုအေျခအေနမ်ိဳးမွာ survival အတြက္ အေတြ႕အၾကံဳရွိမလဲ။ ဒီလိုလူကို ရွာလာၾကတယ္။ ဆရာတင္လာၾကပါတယ္။ တေယာက္နဲ႕ တေယာက္လဲ ခြဲခြာ မသြားရဲပဲ တပူးတြဲတြဲ ျဖစ္လာႏိုင္ပါတယ္။ ဒါဟာ လူ႕သဘာ၀ပါ။ လူ႕အျပဳအမူေတြပါ။
က်ြန္မတို႕ ျမန္မာလူ႕အဖြဲ႕အစည္းဟာ နယ္ခ်ဲ့စနစ္ဆိုးေရာ၊ ဖက္ဆစ္စနစ္ဆိုးေရာရဲ႕ဒဏ္ကို အေတာ္ခံစားခဲ့ၾကရပါတယ္။ လက္ဆင့္ကမ္း ႏွဳတ္စကားနဲ႕ ကိုယ့္ေျမ၊ ကိုယ့္ေရ၊ ကိုယ့္ဘာသာ၊ ကိုယ့္စာ ဆိုတာကိုလဲ သားစဥ္ေျမးဆက္ မ်ိဳးခ်စ္စိတ္ အေမြအေနနဲ႕ ေပးၾကပါတယ္။ ဒါေၾကာင့္ ျမန္မာလူ႕အဖြဲ႕အစည္းအတြင္းမွာ ႏိုင္ငံျခားသားနဲ႕ အေနေ၀းရံုသာမက အေတြးအေခၚအေနနဲ႕လဲ စိမ္းပါတယ္။ လူနဲ႕ စနစ္ကို ခြဲျခား မျမင္ႏိုင္ေအာင္လဲ အာဏာရွင္ေတြက ျပဳမူစီမံထားၾကပါတယ္။ ဒီေတာ့ သာမန္ၾကီးျပင္းလာတဲ့ ကေလးတေယာက္ဟာ စာစသင္ရတာနဲ႕ သမိုင္းဆိုးရဲ႕ ရုပ္ပံုလႊာေတြနဲ႕ စထိေတြ႕ရပါတယ္။ စနစ္ကို မုန္းတီးတတ္ေအာင္၊ စစ္ကို ေရွာင္ႏိုင္ေအာင္ သင္ေပးတာ မဟုတ္ပဲ လူမ်ိဳးေရး မုန္းတီးမွဳနဲ႕ မ်က္ကန္းမ်ိဳးခ်စ္၀ါဒေတြကို အေျခခံျပီး သင္ၾကားေပးထားတဲ့ ဒီသင္ရိုးေတြနဲ႕ ၾကီးျပင္း အရြယ္ေရာက္လာပါတယ္။ လူငယ္ေတြရဲ႕ စိတ္ကို အမ်ားဆံုး လႊမ္းမိုးေစႏိုင္တဲ့ ဂီတ၊ ရုပ္ရွင္ေတြမွာကလဲ မ်က္ကန္းမ်ိဳးခ်စ္၀ါဒကို တြန္းအားေပးထားပါတယ္။ သမိုင္းကို သမိုင္းမွန္အေနနဲ႕ မွတ္တမ္းတင္သရုပ္ေဆာင္မွဳေတြတင္ မဟုတ္ပဲ၊ နာက်ည္းမွဳ၊ အထင္အျမင္ လြဲမွားမွဳ၊ လူမ်ိဳးေရး မုန္းတီးမွဳ၊ လက္စားေခ်မွဳေတြကို ဦးတည္တဲ့ ဇာတ္လမ္းျပကြက္ေတြကလဲ အေတာ္မ်ားျပားပါတယ္။
ဒီလို ပံုသ႑ာန္နဲ႕ ၾကီးျပင္းလာတဲ့ လူငယ္ေတြဟာ အထက္တန္းေက်ာင္းျပီးျပီး၊ အရပ္သားဘ၀နဲ႕ လူေတြနဲ႕ ထိေတြ႕မွဳအခ်ိန္တိုကာလေလးအတြင္းမွာပဲ စစ္ေက်ာင္းေတြကို ေရာက္သြားပါတယ္။ ဒီလိုနဲ႕ အရာရွိျဖစ္လာတဲ့ လူငယ္ေတြကို ျပည္ပႏိုင္ငံေတြ၊ အေနာက္အုပ္စုေတြက ျမန္မာႏိုင္ငံကို က်ဴးေက်ာ္ဖို႕ လုပ္ေနတယ္ဆိုျပီး ဘံုရန္သူ လက္ညွိဳးထိုးေပးထားခဲ့ပါတယ္။ တျခားလူ႕အဖြဲ႕အစည္းအတြင္းက လူငယ္အခ်ိဳ႕ကိုလဲ ၀ါဒျဖန္႕ခ်ိေရးအသြင္၊ အဖြဲ႕အစည္းအသြင္ေတြနဲ႕ စည္းရံုးျပီး ေဒါက္တိုင္ တည္ေဆာက္မွဳေတြ လုပ္လာခဲ့ပါတယ္။ အခြင့္အေရး အမ်ိဳးမ်ိဳးေပးျပီး စည္းရံုးလာခဲ့ပါတယ္။ ျမန္မာ့ဒီမိုကေရစီအေရး လွဳပ္ရွားသူေတြ၊ ျပည္သူလူထုဘက္က ရပ္တည္သူေတြကို အေနာက္ႏိုင္ငံေတြရဲ႕ ရုပ္ေသးၾကိဳးဆြဲေတြ၊ အမ်ိဳးသားေရး သစၥာေဖာက္ေတြအေနနဲ႕ သတ္မွတ္ျပီး ဘံုရန္သူ သတ္မွတ္ေပးထားပါတယ္။ ျပည္သူလူထုကိုတင္ ေၾကာက္စိတ္သြင္းထားတာ မဟုတ္ပါဘူး။ သူတို႕ရဲ႕ ေဒါက္တိုင္ေတြကိုလဲ မ်က္ကန္းမ်ိဳးခ်စ္ေတြ ျဖစ္လာေအာင္၊ ေၾကာက္ျပီး ရမ္းကားလာေအာင္ လုပ္ယူတာေတြ ရွိလာပါတယ္။ ဥပမာ- အေမရိကန္က အီရတ္ကို တိုက္ခိုက္စဥ္တုန္းက ေလေၾကာင္းရန္ကာကြယ္ေရးတို႕၊ ၀ါးရင္းတုတ္ကိုင္ သင္တန္း စတာမ်ိဳးေတြ ေပးပါတယ္။ တကယ္ေတာ့ ျမန္မာႏိုင္ငံဟာ ေနာက္ထပ္အီရတ္ ျဖစ္မလာႏိုင္ဘူးဆိုတာ စစ္မဟာဗ်ဴဟာနဲ႕ ႏုိင္ငံေရးပထ၀ီ၀င္ နားလည္တဲ့ ဘယ္သူမဆို တီးမိေခါက္မိသိရွိ ေတြးေခၚႏိုင္ပါတယ္။ အာဏာရွင္ မသိဘူးဆိုတာကေတာ့ ျဖစ္ႏိုင္ေခ်နည္းပါတယ္။ ဒါေပမယ့္ ဒီလိုသင္တန္းေတြ ေပးလိုက္ျခင္းအားျဖင့္ သူတို႕ brainwashed လုပ္ထားတဲ့ လူေတြရဲ႕ အသိစိတ္ထဲကို ရန္သူရွိေနတယ္ဆိုတဲ့ အသိ ရိုက္သြင္းပစ္လိုက္တာ ျဖစ္ပါတယ္။
ဒီလိုအေျခအေနမ်ိဳးမွာပဲ က်ြန္မတို႕ အတိုက္အခံေတြကလဲ ႏိုင္ငံတကာရယ္ကယ္ပါ၊ ကူပါ၊ အေမရိကန္ရယ္၊ ၀င္ပါ၊ လာပါ၊ စကားနဲ႕ မေျပာၾကပါနဲ႕၊ အလုပ္နဲ႕ ျပၾကပါလို႕ တစာစာ ေအာ္ေနၾကရင္ေတာ့ တပ္မေတာ္သားေတြ လူထုဘက္က ရပ္တည္လာဖို႕၊ အာဏာရွင္ေဒါက္တိုင္ေတြ ျပိဳက်သြားႏိုင္ဖို႕ဆိုတာမွာ ခဲယဥ္းပါလိမ့္မယ္။ အာဏာရွင္ေတြကို အကာအကြယ္ေပးျပီး၊ အေနာက္အုပ္စုၾကိဳးဆြဲေတြပါဆိုတဲ့ အတိုက္အခံေတြကို ခ်ိန္ရြယ္ထားတဲ့ ေသနတ္ေျပာင္း၀ေတြကို အာဏာရွင္ဘက္ ျပန္လွည့္ေပးႏိုင္မယ့္ တခုတည္းေသာ နည္းကေတာ့ အတိုက္အခံေတြဟာ အေနာက္အုပ္စုၾကိဳးဆြဲေတြ ျမင္ေစတဲ့ မ်က္မွန္စိမ္းေတြကို ခ်ြတ္ေပးႏိုင္မွ ျဖစ္ပါလိမ့္မယ္။ ဒါေၾကာင့္ ဆိုက္၀ါးဆိုတာမွာ ကိုယ္၀ါးလိုက္တဲ့ ဆိုက္၀ါးက ကိုယ့္လက္နက္ျဖစ္ေစတာလား၊ သူ႕လက္နက္ ျဖစ္သြားေစတာလားဆိုတာကို ေသခ်ာ သံုးသပ္ဖို႕ လိုပါတယ္။

----Outline to form a more concrete picture of how capabilities could be strengthened for democratization in Burma----
Introduction
Experiences in Burmese democratic organizations, International political organizations and academic bodies permit me to form a more concrete picture of how FBE's capabilities in Europe would look in the next years. Democratization in Burma still comes with a price tag, however, it remains affordable. As we learn again and again, history raises the necessary requirement of intensive cooperation.
It is unquestionable that only closer cooperation on policies and campaign efforts can guarantee effectiveness and efficiency of our main cause, to build a Democratic Federal Union of Burma. As Forum of Burmese in Europe, comprising campaign bodies, political organizations from all over Europe, is a multilateral body in character, it has to be built on a set of rules facilitating and strengthening cooperation.
Multilateralism implies equal treatment of all actors (indivisibility) and the general applicability (nondiscrimination) of liberal norms. Thus political actors in the Forum of Burmese in Europe, have to build up positive expectations favoring cooperation in Europe to strengthen campaign efforts for Democratization in Burma. Actors have to develop common norms, procedures and campaign activities in a manner in which mutual respect and mutual understanding occurs.
However, a multilateral character cannot show signs of improvement without effective leadership. Mere discussions and declarations could not facilitate the effectiveness of the forum. Statements should become in reality. Rules and procedures should be enforced. Detail campaign plans should be drawn. Inter-organizational relations should be strengthened. In sum, strategies must meet ends. In this report, I shall address my analysis and conclusion.
The Need for Closer Co-operation and Executive leadership
The central purpose of Forum of Burmese in Europe (FBE) is to expand the network of Burmese activists and beyond. Over the past years, the forum has become an important venue for sharing information and raising awareness in host countries. It has various participating actors from Austria, Belgium, Germany, Czech, Finland, French, Germany, Norway, The Netherlands, Poland, Sweden and the United Kingdom. Yet, there is no leading campaign body at the regional level, I.e, Europe. At the domestic level, numerous organizations are spread and there is a lack of synergy. Thus it is clear that if these organizations work and interact within a network of inter-organizational relations, there will be more coordinated actions at the European level and strong 'one voice' as a whole.
In general, it is arguable that long democratic struggles tend to show signs of institutional inertia, buck-passing and inactivity. To remedy such situations, strong executive leadership is required. A liberal world view may suggest a leader to convince followers to act as he would like them to. However, non-hegemonic leadership must be required within the forum that is multilateral in character. There can be the possibility of active or passive institutional leadership, ie. the host country of current FBE takes over the presidency of FBE until the other country holds the forum. Nevertheless, consent among the member countries and institution's core competence are required to make visible the presence of effective leadership.
In my inquiry, I proceeded from the hypothesis that closer cooperation and executive leadership is required to form a more concrete picture of how campaign efforts could be strengthened for democratization in Burma. The health and strength of the FBE network depend ultimately on the understanding and support of Burmese exiles. That active support in turn depends on the ability of political leaders to explain the efficacy of the network in both quantity and quality. Thus, it is especially important in the effort to enhance the capabilities and activities to meet strategic ends.
The Nature of Euro- Burma Relations
The current relations are based on bilateral relations framed by the EU common position. The prime goal of the EU is to see a legitimate, democratically elected civilian government established in Myanmar (Burma) - a government which pursues social and economic development and respects human rights while rebuilding relations with the international community. It has a balanced policy of paying attention to reduce the isolation as well as regular raising concerns via statements and announcements.
Despite of its critical statements and targeted sanctions, the lists of active businesses that fuel the military generals in power show lack of effective measures in policy matters. In reality, EU still represents a source of economic comfort of Burmese generals. Foreign Direct Investment (FDI) inflows and trade relations have increased over the last decades. EU restrictions have been only authorized to prohibit the European companies from investing in Burmese state-owned enterprises. However, most of the private companies in Burma are owned by the relatives and close-ties of the military regime, thus, EU measures have not been successful. To date, in fact, it is obvious that none of the initiatives and measures of international community including EU, have been successful to improve the political situations in Burma.
On the other hand, the so-called third group members seek to oppose economic sanctions by using various means. In fact, sanction is a strategic foreign policy instrument to punish the state actor that violates international law as a threat to international security as well as a threat to national security of its own people. As punishment and reward are the two sides of the same coin, the lifting of sanction represents rewards that may encourage the military regime or its thugs as well as discourage the Burmese Community that put all hopes and dreams in the hands of international community. Thus it is our duty to maintain EU sanction on Burma after the fake election in 2010. The question is 'How'.
Have we prepared enough to testify the importance of sanction on Burma with up-to-date data and information? Have we got alternative plans if EU lift up sanction? Have we brainstormed to seek other campaign ideas to transform EU concerns in statements into effective actions in practice? These questions along with the need of democratic actors that fully committed to democracy to advance a polity towards democratic consolidation, lead to the requirements of the means for enhancing cooperation at the regional level beyond the discussion group.
Means for Enhancing Capabilities
FBE can strengthen its capacity in several ways. The success and failure of any organization or network depend of the practice of democratic principles and norms. Only joint liberal and democratic norms can safeguard trust and long-term cooperation among the actors. At both organizational and forum levels, the democracy requirements (separation of powers, openness, transparency, flexibility, reciprocity, abstention from the use of force, acceptance of positive criticisms against organization policies and leadership) must be practiced. If these norms are not established in a democratic organization, it is unlikely to win the enemy in a democratic manner leading to a turmoil in the processes of democratic consolidation. Holding elections and the formation of the governments may not guaranteed the consolidation of liberal democracy. There must have strong democratic actors who understand the democratic principles and norms as well as have a desire to advance a polity towards democratic consolidation. Thus FBE could contribute to develop the standard norms and procedures of its actors, thereafter, monitor the implementation of norms.
In fact, the challenges we will face in the next years both in exiles as well as in the new Burma could not be comprehensively addressed by one party or organization alone, but only in a framework of interlocking institution-based coalition building based on mutual understanding, mutual respect and positive synergy. In order to be interlocking, organizations have to consult each other and must cooperate. Effective, positive and open inter-organizational relations should be established. FBE should enhance a framework of sharing strategic information and memorandum of understanding that aim to improve coordinated activities among its actors across Europe. Strategic guidelines must be set up and decided by consensus. Ad hoc steering groups should be formed in some cases.
At least three steps are needed to enhance contacts and augment cooperation. The first step concerns with the flow of information. Information is one of tomorrow's decisive factors in all areas. There should be a designated Information Officer in each branch. All these information officers could be organized under the Information Department. In contrast to other international organizations, most Burmese organizations tend to establish the working committees with top- down approach. The consequence is nobody knows the core competences of committee members that result the show-up committees without actions in the organization structure. Thus, bottom- top approach is advisable by choosing officers by their mother organizations and countries based on both competency and democratic principles rather than favoritism or picking-up strategies.
Second, organizations should start exchanging members and training them jointly. Due to the invisible nature and unpredictable Geo-political character, it is obvious that no one can say exactly how long would the Burmese democratic struggle take place. It might take another month or another ten years. Nevertheless, what it is sure is democratic consolidation would take additional twenty years after initial democratization, to have sound economic development, well-established state and political institutions and the resurgence of Civil Society. Thus the existing political leaders of FBE should delegate power and responsibilities to the new generations in terms of the training programs. Moreover, FBE should set up training courses in the areas of Human Rights, Leadership skills, democratic governance and federalism. If there is a designated training and development officer in each branch and organized all under FBE's training and development department, it would facilitate the efficacy of FBE actors in the future.
Third, past international actions in a 20-year struggle show that democratic movement is merely based on demonstrations, statements and ceremonies. Although these provide awareness campaigns, these are not useful to target enemy's strengths. At operational level, nothing can achieve without action plans in advance. Strategies, declared polices and statements must be accompanied with the action plans. For example, mere declaration to take legal actions against the military regime do not represent a threat. It represents only an intention. Intention without capability were not taken account in strategic assessment. There is a general logic that if you have capability, you can do what you want in a minute, however, if you have only intention, you cannot do anything without capability. Thus capability should come first. Otherwise, no organizations or political leaders would get active support from the people, even from its own members and followers itself. Hence, FBE should establish joint working groups to work out action plans in advance, I.e, Legal actions group, strategy group, joint campaigns coordination group, Propaganda group, Sanction research group, etc.
Regarding policy matters, both coordinated policies and common policies may be used depending the harmonization of capabilities and organizational principles. To increase harmonization, organizations should tend to work on the basis of the same fundamental values. Professionalism is an important matter. If there is a lack of coordination among the Burmese democratic organizations in Europe as well as in the world, there is a danger of interblocking and competition instead of interlocking, that will perfectly play into the hands of the military. Only mutual understanding and know-hows could overcome the interblocking problems. There should be no doubt that the image of the political organization could effect the credibility of democratic struggles and support from the new generations. The health and strength of FBE network could provide a good, positive image in Europe.

In this report, I have addressed:
First, the diplomatic and economic relations between EU and Burma.
Second, the importance of EU sanction policy on Burma as a strategic foreign policy instrument.
Third, the needs of closer cooperation and executive leadership.
Fourth, the means for enhancing FBE's capabilities for democratic struggles and a future Democratic Federal Union of Burma.
In essence, enhanced contacts and augmented co-operation could strengthen the capabilities and would give a more concrete picture.

အရွင္နာဂသိန္က မွန္ေသာ သစၥာစကားျဖင့္ ေရမ်က္ႏွာျပင္ေပၚကိုလဲ ေျပးသြားႏိုင္၏။ ပညာရွိတို႕သည္ မွန္ေသာစကားျဖင့္ အဆိပ္ကိုေသာ္လဲ ေပ်ာက္ႏိုင္ကုန္၏။ မွန္ေသာစကားျဖင့္ မိုးသည္ ထစ္ၾကိဳးလ်က္ ရြာ၏။ မွန္ေသာစကား၌ တည္ကုန္ေသာ ပညာရွိတို႕သည္ နိဗၺာန္ကို ေတာင့္တႏိုင္၏ ဟု ေဟာၾကားခဲ့ေလသည္၊ လူထုေခါင္းေဆာင္ကား ျမန္မာ့ဒီမိုကေရစီေတာ္လွန္ေရးတေလွ်ာက္ မေဖာက္မျပန္ မွန္ကန္ေသာ လူထုအက်ိဳးျပဳစကားကိုသာ ေျပာၾကားခဲ့သူျဖစ္သည္။ ျမန္မာ့လူမ်ိဳးတို႕စုေပါင္း၍ ဒုတိယအၾကိမ္ လြတ္လပ္ေရး တိုက္ပြဲ၀င္ၾကရန္ ေျပာၾကားခဲ့ေသာ ‘ ေလွတစ္စင္းကို ေလွာ္တဲ့ေနရာမွာ ေလွာ္တဲ့ လူကႏွစ္ေယာက္၊ စီးတဲ့လူက ၁၉၈ေယာက္ဆိုရင္ ျမန္ျမန္ေရာက္ဖို႕မလြယ္ဘူး’ဆိုေသာ စကားမွာ ေလာကဓမၼတာ ျဖစ္ရိုးျဖစ္စဥ္ လူတို႕၏ စိတ္ထား အမွန္တရားကို မီးေမာင္းထိုးျပခဲ့ျခင္း ျဖစ္ပါသည္၊
ထို႕ထက္မက ဓမၼဟူေသာ ဥာဏ္ပညာျဖင့္လဲ ရိုးရွင္းေသာ စကားလံုးမ်ားျဖင့္ ဒီမိုကေရစီေတာ္လွန္ေရး. အႏွစ္သာရတို႕ကို ရွင္းလင္းေဟာေျပာခဲ့ကာ စစ္အာဏာာရွင္တို႕၏ ေကာက္က်စ္စဥ္းလဲမွဳ၊ ေစာက္ကားမွဳတို႕ကို ဥာဏ္လႊာသံုး၍ ရင္ဆိုင္ခဲ့ေလသည္။ ‘ဒီမိုကေရစီဆိုတာ ကိုယ့္ၾကမၼာ၊ ကိုယ္ဖန္တီးႏိုင္တဲ့အရာတစ္ခုျဖစ္တယ္’ဆိုေသာ စကားျဖင့္ အာဏာရွင္ေအာက္တြင္ ရင္ထဲက အမွန္တရား စကားကိုပင္ တိုးတိုးတိတ္တိတ္ၾကိတ္ေျပာရကာ ၾကမၼာဆိုးႏွင့္ ေတြ႕ေနရသည့္ ျပည္သူလူထုအား ဒီမိုကေရစီ၏ အႏွစ္သာရကို မီးေမာင္းထိုးျပခဲ့ပါသည္။
ဓိတိဟူေသာ မျပတ္ထုတ္အပ္ေသာ လံု႕လ၀ီရိယျဖင့္လဲ ရန္သူကို ရင္ဆိုင္ခဲ့ေလသည္။ အက်ယ္ခ်ဳပ္ခ်ခံရ၍ စကားေျပာခြင့္မရ။ လူမ်ားႏွင့္ ေတြ႕ခြင့္မရေသာ္လဲ စိတ္ပ်က္မသြားခဲ့၊ စိတ္မေလွ်ာ့သြားခဲ့။ လြတ္ေျမာက္သည္ႏွင့္ လြတ္ေျမာက္သည့္ေန႕မွစကာ ျပည္သူ႕ရင္ခြင္သို႕ခ်က္ခ်င္းခိုလွံဳသည္။ လူထုရွိရာသို႕ ေျခလွမ္းသည္။ ၂၀၀၂၊ ၂၀၀၃ ကာလအတြင္း သြားေရာက္ခဲ့ေသာ စည္းရံုးေရးခရီးစဥ္မ်ားမွာ ေတာင္ေျမာက္အေရွ႕အေနာက္ လူးလာေခါက္ျပန္ႏွင့္ သာမန္လူမ်ားလုပ္ရန္ အလြန္ပင္ ခဲယဥ္းလွေပသည္၊ လူထုအတြက္ဆိုလွ်င္ မည္မွ်ခရီးပမ္းပမ္း၊ မေမာမပန္း၊ ေရာက္ရာေနရာတြင္ အသင့္ေစာင့္ၾကိဳေနေသာ လူထုအား အျပံဳးလးျဖင့္ ႏွဳတ္ခြန္းဆက္ေနၾက။ ေန႑မအား၊ ညမနား လူထုအက်ိဳးကိုသာ အျမဲစဥ္းစားလုပ္ကိုင္ခဲ့သူျဖစ္သည္၊
စာဂဟူသည္ကား ေပးကမ္းစြန္႕ၾကဲျခင္းျဖစ္ေလသည္။ ေဘးရန္ေတြ႕ေသာအခါ႔ ကိုယ့္အသက္ကို မစြန္႕၀ံ့ပဲ ထိတ္လန္႕ျခင္းျဖစ္လွ်င္အမွဳကို ေကာင္းစြာ မလုပ္ေဆာင္ႏိုင္၊ အက်ိဳးအေၾကာင္းကို မသိႏိုင္ျဖစ္၍ ေဘးရန္ေတြ႕ကာလအသက္ကို မစြန္႕၀ံ့လွ်င္ ရွံဳးပါး ပ်က္စီးေၾကာင္း ေယာအတြင္း၀န္ ဦးဘိုးလွိဳင္က ရာဇာ ဓမၼသဂၤဟက်မ္းတြင္ ဆိုထားခဲ့ပါသည္။ လူထုေခါင္းေဆာင္ကား အသက္ကိုပင္ စြန္႕ ၀ံ့ခဲ့သူျဖစ္သည္။ ဧရာ၀တီတိုင္းတြင္ စစ္အာဏာရွင္လက္ပါးေစခ်ိန္ရြယ္ခဲ့သည့္ ေသနတ္ေျပာင္း၀ကို သူမမည္သို႕ ရင္ဆိုင္ခဲ့ပါသနည္း၊ စာဂႏွင့္ ရဲရဲ၀ံ့၀ံ့ရင္ဆိုင္ခဲ့ျခင္း ျဖစ္ေလသည္။ ‘အႏိုင္မခံ။ အရွံဳးမေပးတဲ့စိတ္ ေမြးျမဴၾကပါ” ဆိုေသာစကားကို အေျပာမဟုတ္။ အလုပ္ႏွင့္ သက္ေသျပသြားသူျဖစ္သည္၊

စကားလံုးကား (၄)လံုးသာရွိသည္။ သို႔ရာတြင္ အစြမ္းထက္မွဳကား မည္သည့္အရာႏွင့္မွ် တုႏွိဳင္းမယွဥ္ႏိုင္။ စစ္မွဳေရးရာ၊ စီးပြားေရးရာမွသည္ ေနာက္ဆံုးလူတဦးခ်င္းဆီ၏ ဘ၀တိုးတက္ေရးအထိ ပိုင္စိုးပိုင္နင္း ၀င္ေရာက္ေနရာယူထားသည္။ လက္နက္အားကိုး အႏိုင္က်င့္ေသာ အာဏာရွင္ အစိုးရမ်ားအား လက္နက္မဲ့ရင္ဆိုင္ အႏိုင္ယူရသည့္ ကာလမ်ားတြင္ ယင္းစကားလံုး(၄)လံုးသည္ ပို၍တန္ဖိုးရွိလာသည္။ အသက္ႏွင့္ရင္းရသည့္ ကစားပြဲ။ ဘ၀ႏွင့္ရင္းသည့္ ကစားပြဲ။ စနစ္ဆိုးတခုကို ျဖိဳဖ်က္ႏိုင္ဖို႔၊ သန္းေပါင္းမ်ားစြာ၏ ဘ၀ဆိုးမ်ားကို ကယ္တင္ႏိုင္ဖို႔ ၾကိဳးစားရသည့္ပြဲ။ မည္သို႔ဆိုေစ တေန႔မွာေတာ့ အာဏာရွင္စနစ္ဆိုသည္မွာ ျပိဳလဲရစျမဲ။ လူထုလွဳပ္ရွားမွဳေအာင္ပြဲမ်ားကား သမိုင္းသက္ေသ ထူခဲ့ျပီ။ ယင္းေအာင္ပြဲဆီသို႔ ဦးတည္ရာ ေျခလွမ္းမ်ားထဲမွ ဆားဗီးယားလူထုလွဳပ္ရွားမွဳ မဟာ ဗ်ဴဟာမ်ားအား ေလ့လာၾကည့္ၾကပါစို႔။
ေအာ့ပါ(ေခၚ) ဆားဗီးယားလူထု လွဳပ္ရွားမွဳသည္ ရာမ်ားမ်ားစြာေသာ လူငယ္မ်ားမွ စတင္ကာ ေထာင္ေပါင္းမ်ားစြာေသာ လူေပါင္းမ်ားစြာဆီသို႔ ပ်ံ႕ႏွံ႔ေရာက္ရွိသြားခဲ့သည္။ ရည္ရြယ္ခ်က္ကားရွင္းသည္။ အာဏာရွင္အစိုးရအား ျဖဳတ္ခ်ရန္။ ေကာ္ဖီဆိုင္မ်ား၊ ေက်ာင္းမ်ားတြင္ လူငယ္မ်ားစတင္စုေ၀းခဲ့ၾကသည္။ လွံဳ႕ေဆာ္စာမ်ား၊ ပိုစတာမ်ား၊ ေၾကြးေၾကာ္ခ်က္စာတမ္းမ်ားအား ေနရာတကာတြင္ ကပ္ခဲ့ၾကသည္။ လမ္းမ်ားေပၚတြင္ စုေ၀းဆႏၵျပခဲ့ၾကသည္။
အာဏာရွင္ကလဲဒီအတုိင္းမေနပါ။ အာဏာရွင္ပီသစြာ ဖိႏွိပ္ခ်ဳပ္ခ်ယ္မွဳမ်ား ျပဳလုပ္သည္။ ရဲတပ္ဖြဲ႔မွ ဆႏၵျပသူမ်ားကို ဖမ္းဆီးရိုက္ႏွက္သည္။ ေထာက္လွမ္းေရးမ်ား၊ သတင္းေပးမ်ားအား ေနရာအႏွံ႔ ခ်ထားသည္။ ႏိုင္ငံပိုင္ သတင္းဌာနမ်ားမွတဆင့္ ဆႏၵျပသူမ်ားအား အၾကမ္းဖက္သမားမ်ားအျဖစ္ ေၾကျငာသည္။
မည္သို႕ဆိုေစ အမွန္တရာဆိုသည္ကား ဒီလိုညစ္ညမ္းသည့္နည္းမ်ားျဖင့္ ဖံုးဖိ၍ မရစေကာင္း။ လူငယ္မ်ား၏ လွဳပ္ရွားမွဳဆီသို႔ အလုပ္သမားႏွင့္ ပညာရွင္မ်ား ပူးေပါင္းပါ၀င္လာခဲ့ၾကသည္။ အာဏာရွင္စနစ္အား လူထုလွဳပ္ရွားမွဳနည္းျဖင့္ အႏိုင္ယူ တိုက္ဖ်က္ႏိုင္ခဲ့သည္။
ယင္းလူထုလွဳပ္ရွားမွဳအား လူငယ္မ်ားမွ စတင္ခဲ့သည္။ ေအာ့ပါတြင္ ေခါင္းေဆာင္မရွိ။ လူငယ္ေတာ္လွန္ေရးသမားမ်ားအားလံုးသည္ ေခါင္းေဆာင္မ်ားပင္ျဖစ္သည္။ လွဳပ္ရွားမွဳ တာ၀န္မ်ားကို ခြဲေ၀ယူၾကသည္။ စည္းကမ္းရွိရွိ ေဆာင္ရြက္ၾကသည္။ လွဳပ္ရွားမွဳမ်ား လုပ္ရံုတခုတည္းႏွင့္ ေတာ္လွန္ေရးေအာင္ပြဲမရႏိုင္ေၾကာင္းကို သူတို႔ေကာင္းစြာ သေဘာေပါက္ခဲ့ၾကသည္။ ခ်ိတ္ဆက္လွဳပ္ရွားေနၾကေသာ အုပ္စုငယ္မ်ားအားလံုး ယံုၾကည္စြာ အေကာင္အထည္ေဖာ္ရမည့္ မဟာဗ်ဴဟာမ်ား ရွိရမည္ဟု သူတို႔နားလည္ခဲ့ၾကသည္။
ေအာ့ပါ၏ မဟာဗ်ဴဟာမ်ားမွာ အာဏာဆန္းစစ္ခ်က္ေပၚတြင္ အေျခခံသည္။ လူထုအေဆာက္အအံုအား ပိရမစ္ပံုစံျဖင့္ ေဖာ္ျပသည္။ ထိပ္ပိုင္းတြင္ကား အာဏာရွင္မ်ား၊ စစ္ဗိုလ္ခ်ဳပ္မ်ားႏွင့္ စီးပြားေရးသမားမ်ား၊ ယင္းမွသည္ ဖိႏွိပ္ခ်ဳပ္ခ်ယ္မွဳ ျပင္းထန္စြာ ျပဳလုပ္ေနသူမ်ား (စစ္တပ္၊ရဲ၊ေထာက္လွမ္းေရး)။ ယင္းမွသည္ ဖိႏွိပ္မွဳတြင္ ပါ၀င္ပတ္သက္သူမ်ား (သတင္းမီဒီယာ)စသည္ျဖင့္ ပါ၀ါသြားရာ လမ္းေၾကာင္းမ်ားကို အဆင့္ဆင့္ေရးဆြဲခဲ့ၾကသည္။ ထိုသို႔ေရးဆြဲရင္းျဖင့္ အာဏာရွင္စနစ္ကို ေထာက္မေပးေနေသာ ေဒါက္တိုင္မ်ား ပီျပင္စြာ ထြက္ေပၚလာသည္။ ယင္းေဒါက္တိုင္မ်ား ျပိဳလဲမွ အာဏာရွင္စနစ္ျပိဳလဲမည္။ အာဏာရွင္စနစ္ကို ဆႏၵျပေနရံုတခုတည္းႏွင့္ ျပီးမည္မဟုတ္ေၾကာင္း သူတို႔ သံုးသပ္ခဲ့ၾကသည္။
အျခားထူးျခားခ်က္တခုမွာ အဖြဲ႔၀င္သစ္မ်ား ၀င္လာတိုင္း လက္ဆင့္ကမ္း သင္တန္းေပးျခင္းျဖစ္သည္။ ေတာ္လွန္ေရးဟူသည္ စည္းရံုးလွဳပ္ရွားမွဳ၊ လက္တြဲေခၚယူမွဳ၊ လက္ဆင့္ကမ္းပညာေပးမွဳမ်ားရွိမွ အားေကာင္းလာမည္ျဖစ္ေၾကာင္း သူတို႔ေကာင္းစြာ သေဘာေပါက္ခဲ့ၾကသည္။

ထင္ရွားေသာ ဥပမာတခုမွာ အာဏာရွင္စနစ္၏ အေရးပါေသာ ေဒါက္တိုင္တခုျဖစ္သည့္ ရဲတပ္ဖြဲ႔ျဖစ္သည္။ ရဲတပ္ဖြဲ႔အား တိုက္ခိုက္ေျပာဆိုျခင္းျဖင့္ ရဲတပ္ဖြဲ႕မွ အာဏာရွင္စနစ္အား ပိုမိုသစၥာရွိစြာ ကာကြယ္သြားျခင္းသာ အေျဖထြက္လာႏိုင္ေၾကာင္း လူငယ္ေတာ္လွန္ေရးသမားမ်ားက သံုးသပ္စဥ္းစားခဲ့ၾကသည္။ သူတို႔ဘာလုပ္ခဲ့ၾကသနည္း။ ရဲတပ္ဖြဲ႔၏ ရိုက္ႏွက္မွဳေၾကာင့္ ဒဏ္ရာရသူမ်ား၏ ဓာတ္ပံုမ်ားအား ရိုက္ယူကာ ပံုၾကီးခ်ဲ့ျပီး ဆိုင္းဘုတ္မ်ား ျပဳလုပ္ၾကသည္။ ယင္းဆိုင္းဘုတ္မ်ားျဖင့္ ရဲတပ္ဖြဲ႔၀င္မ်ား၏ အိမ္မ်ားသို႔ ခ်ီတက္ကာ အျဖစ္အပ်က္မ်ားအား ေျပာျပၾကသည္။ ရဲတပ္ဖြဲ႔၀င္မ်ား၏ သားသမီးမ်ားရွိရာ ေက်ာင္းမ်ားသို႔ သြား၍ အျဖစ္အပ်က္မ်ားကို ေျပာျပၾကသည္။ တစ္ႏွစ္ခန္႔ၾကာေသာအခါ ေတာ္လွန္ေရးသမားမ်ားအား ရဲမ်ားမွ ရိုက္ႏွက္မွဳ ေလ်ာ့ပါးလာသည္။ မိတ္ေဆြမ်ား၊ အိမ္နားနီးခ်င္းမ်ား၊ မိသားစု၀င္မ်ား၏ အထင္ေသးရြံရွာ စက္ဆုပ္မွဳမ်ားဒဏ္ကို သူတို႔ မခံႏိုင္ေတာ့။
ထို႔အျပင္ လူငယ္မ်ားသည္ သူတို႔အားျဖိဳခြဲရန္ တာ၀န္ခ်ထားေသာ အရပ္၀တ္ရဲမ်ားအားလဲ ခင္မင္ရင္းႏွီးစြာ ဆက္ဆံၾကသည္။ ဒီမိုကေရစီအခြင့္အေရးမ်ားအား အတင့္ရဲစြာ ေျပာျပၾကသည္။ ယင္းနည္းျဖင့္ အဆင့္ျမင့္ပိုင္းအရာရွိမ်ားအထိ ေအာင္ျမင္စြာ စည္းရံုးႏိုင္ခဲ့ၾကသည္။ ေနာက္ဆံုး ေတာ္လွန္ေရးတစတစ ၾကီးထြားလာျပီး ဘယ္လဂိတ္ျမိဳ႔ေတာ္ ပါလီမန္အား လူထုတက္သိမ္းခ်ိန္၌ လူထုအား ျဖိဳခြဲရန္ ေစလႊတ္ျခင္းခံရေသာ ရဲတပ္ဖြဲ႔၀င္မ်ားသည္ တာ၀န္ထမ္းေဆာင္ရမည့္အစား ဒီအတိုင္းပင္ ထိုင္ၾကည့္ေနခဲ့ၾကသည္။ ေဒါက္တိုင္ျပိဳလဲမွဳသည္ အလြန္ပင္ အေရးပါအရာေရာက္ပါသည္။
ေအာ့ပါလွဳပ္ရွားမွဳ ေအာင္ျမင္ခဲ့ရသည့္ အဓိကအေၾကာင္းရင္းတခုမွ ပါ၀ါ၏ သေဘာတရားမ်ားကို ေၾကညက္စြာ နားလည္ျခင္းပင္ျဖစ္သည္။ ဘားနတ္လာဖယ္ရက္တိဆိုသူက အာဏာရွင္စနစ္အေဆာက္အအံုအား အိမ္တလံုးႏွင့္ ယွဥ္၍ ဥပမာျပထားသည္။ အိမ္၏ေခါင္မိုးမွာ အာဏာရွင္ႏွင့္ သူ၏ဖိႏွိပ္မွဳ ယႏၱရားမ်ားျဖစ္ျပီး၊ အုတ္ျမစ္မွာမူ လူအမ်ား၏ ပူးေပါင္းေဆာင္ရြက္မွဳျဖစ္သည္။ ေခါင္မိုးေပၚတြင္ လက္နက္မ်ား၊ အေျမာက္မ်ား မည္မွ်တင္ထားေစကာမူ အုတ္ျမစ္အားျဖိဳလိုက္သည္ႏွင့္အိမ္ျပိဳသြားမည္ဟု သူကဆိုသည္။
လူထု၏ပါ၀ါအား Non-cooperation နည္းျဖင့္ ျပန္လည္ရယူသင့္ေၾကာင္း ေအာ့ပါလူငယ္တို႔ သံုးသပ္ခဲ့ၾကသည္။ ယင္းအျပင္ အာဏာရွင္စနစ္ကို ျဖိဳခ်ရံုတခုတည္းႏွင့္ ဒီမိုကေရစီစနစ္ကို အျပည့္အ၀တည္ေဆာက္ျခင္း၊ ကြဲျပားျခားနားမွဳမ်ားအား လက္ခံသေဘာေပါက္ျခင္း၊ စီးပြားေရးဖြံ႕ျဖိဳးတိုးတက္ေအာင္ တည္ေဆာက္ျခင္း မျပဳလုပ္ႏိုင္ေၾကာင္း သူတို႔နားလည္ခဲ့ၾကသည္။ သို႔ျဖစ္၍ ေတာ္လွန္ေရးမဟာဗ်ဴဟာသည္ အာဏာရွင္စနစ္ကို ျဖိဳဖ်က္ျခင္းႏွင့္အတူ ဒီမိုကေရစီစနစ္တည္ေဆာက္ျခင္းအေပၚတြင္ပါ တျပိဳင္နက္တည္း အေျခခံရမည္ ဟု သူတို႔ဆံုးျဖတ္ခဲ့ၾကသည္။

ေတာ္လွန္ေရး ျပဳျပင္ေျပာင္းလဲမွုတရပ္ ေပၚေပါက္လာေစရန္ ယဥ္ေက်းမွဳ တရပ္လိုအပ္သည္။ မည္သို႔ေသာ ယဥ္ေက်းမွဳမ်ိဳးနည္း။ ပုန္ကန္ေတာ္လွန္ေသာ ယဥ္ေက်းမွဳ။
ယင္းအဆင့္တြင္ အေရးၾကီးဆံုးမွာ ေတာ္လွန္ေရးအျမင္ရွိရန္ျဖစ္သည္။ ေတာ္လွန္ေရး အျမင္ရွင္သန္ေနမွသာ ေနရာယူလိုစိတ္မ်ား၊ အျမင္ကြဲျပားမွဳမ်ားႏွင့္ ေတာ္လွန္ေရးသမားမ်ား အၾကားတြင္ တခါတရံရွိတတ္ေသာ အာဃာတမ်ား ေပ်ာက္ကြယ္ျပီး ညီညြတ္မွဳကို တည္ေဆာက္ႏိုင္မည္ျဖစ္သည္။
ေအာ့ပါတြင္ ရွင္းလင္းျပတ္သားေသာ ေတာ္လွန္ေရးအျမင္ရွိခဲ့သည္။ ႏိုင္ငံအ၀ွမ္းခ်ိတ္ဆြဲေသာ ပိုစတာမ်ားတြင္ “He’s Finished ” ဟု ေရးသားၾကသည္၊ အားလံုး၏ အဓိကရန္သူသည္ အာဏာရွင္ျဖစ္ေၾကာင္း လူတိုင္းနားလည္သည္၊ မည္သည္ကို ေတာ္လွန္ရမည္ျဖစ္ေၾကာင္းအားလံုး သေဘာေပါက္ခဲ့ၾကသည္။
(၂) ခိုင္မာေသာ ဦးေဆာင္အဖြဲ႔အစည္းတရပ္ တည္ေဆာက္ျခင္း
ေတာ္လွန္ေရး မာန္ဟုန္ကို ျမွင့္တင္ေစရန္ ခိုင္မာေသာႏိုင္ငံေရးဦးေဆာင္ အဖြဲ႔အစည္းတရပ္လိုအပ္သည္။ ျပဳျပင္ေျပာင္းလဲမွဳ တရပ္ကို ဟိုတစု၊ ဒီတစု လုပ္ယူ၍မရ။ ႏိုင္ငံေရးဦးေဆာင္အဖြဲ႔လိုအပ္သည္။ ဤအဆင့္တြင္ အေရးၾကီးဆံုးမွာ အဖြဲ႔၀င္မ်ားအၾကား ယံုၾကည္မွဳ ေလ်ာ့နည္းျခင္း မျဖစ္လာေစရန္ သတိျပဳရမည္။ တဦးႏွင့္တဦး ယံုၾကည္မွဳ ေလ်ာ့နည္းလာျခင္းသည္ ေတာ္လွန္ေရးအင္အားကို ေလ်ာ့က်ေစသည္၊ ေတာ္လွန္ေရးလွဳပ္ရွားမွဳမ်ားသည္ လွဳပ္ရွားေနသူ အသိုင္းအ၀ိုင္းၾကားတြင္သာ ပ်ံ႕ႏွံ႔ေနပါက ယင္းအသိုင္းအ၀ိုင္းျပင္ပမွ လူသစ္မ်ား ထပ္မံ၀င္ေရာက္လာျခင္းကို ကန္႔သတ္လိုက္သကဲ့သို႔ ျဖစ္သြားေစသည္။
ေတာ္လွန္ေရးအသိုင္းအ၀ိုင္း ျပင္ပမွ လူမ်ားအား ေတာ္လွန္ေရးစည္း၀ိုင္းအတြင္းသို႕ ျမင္သာထင္သာ မပါလွ်င္ပင္၊ စိတ္ပိုင္းဆိုင္ရာ ေထာက္ခံအားေပးမွဳ ရွိေနေစရန္ မည္သို႕ စည္းရံုးမည္နည္း။ ဤအခ်က္မွာ အေရးၾကီးလွသည္။ ေတာ္လွန္ေရးအသိုင္းအ၀ိုင္း ျပင္ပမွ လူအမ်ားသည္ အာဏာရွင္စနစ္ကို စက္ဆုပ္ေနျခင္းႏွင့္ အတူ ေတာ္လွန္ေရးအသိုင္းအ၀ိုင္းအေပၚတြင္လည္း ေလးစားယံုၾကည္မွဳ မရွိပါက လူထုတိုက္ပြဲကို အဆံုးသတ္၍ မရႏိုင္ပဲ ျဖစ္တတ္သည္။ လူအမ်ားေလးစားယံုၾကည္ခံရေသာ ကိုယ္က်င့္သိကၡာေကာင္းမြန္သည့္ လူအမ်ားပါ၀င္ေသာ ဦးေဆာင္အဖြဲ႕အစည္းတရပ္ရွိရန္ လိုအပ္သည္။
(၃) ထိပ္တိုက္ရင္ဆိုင္ျခင္း
ယင္းအဆင့္မွာ လူထုမ်ား ပူးေပါင္းပါ၀င္လာမွသာ ျပဳလုပ္၍ ရႏိုင္သည္။ ေအာ့ပါထိပ္တိုက္ရင္ဆိုင္ျခင္း မဟာဗ်ဴဟာသည္ ေသးငယ္ေသာ ဆႏၵျပပြဲမ်ားမွ စတင္ခဲ့သည္။ ျပဳလုပ္ေသာ ေနရာမ်ားမွာလဲ လူသြားလူလာ အမ်ားဆံုးေနရာမ်ားတြင္ျဖစ္ျပီး လူထုၾကားသို႔ အျမန္ဆံုးသတင္း ပ်ံ႔ႏွံ႔ေစသည့္ ေနရာမ်ားျဖစ္သည္။
(၄) ႏိုင္ငံေရး၊ စီးပြားေရးအရ ဆက္ဆံမွဳ မျပဳလုပ္ျခင္း (၀ါ) ပူးေပါင္းေဆာင္ရြက္မွဳ မရွိျခင္း
ယင္းအဆင့္သည္ လူထုမ်ားအၾကား ေတာ္လွန္ေရးအျမင္၊ ေတာ္လွန္ေရးအသံမ်ား ႏွိဳးၾကားလာခ်ိန္တြင္ ျဖစ္ေပၚရမည္။ သပိတ္ေမွာက္မွဳမ်ား၊ ဆႏၵျပမွဳမ်ားျဖင့္ အာဏာရွင္စနစ္ ပ်က္သုဥ္းေရးကို ဦးတည္လုပ္ေဆာင္ျခင္းျဖစ္သည္။
(၅) စင္ျပိဳင္အဖြဲ႔အစည္းမ်ား တည္ေထာင္ျခင္း

Liberalism Vs Realism : International co-operation in pursuit of absolute gains
Realists and liberal theorists of international politics have debated over the scope for co-operation among states by using different types of models. Among them, the ways in which liberal models of interdependence challenge the realistic analysis of the prospects for international co-operation. In this essay, I would like to mention about the realist arguments of the prospects for international co-operation that would deliver absolute gains for all parties, liberal models of interdependence and the ways in which these models question the conclusions of realist arguments.
According to the structural theorists, international system was viewed as an anarchic structure. In an anarchic structure, ‘self-help is necessarily the principle of action’ (Waltz 1979: 111) Realists also believe that coexistence is achieved through the maintenance of balance of power, and limited co-operation is only possible in interactions where the realist state stands to gain more than other states.
Waltz argued that the metaphor of the lack of trust among states provides a basis for understanding the problem of coordinating the interests of the individual versus the interests of the common good and the payoff between short-term interests and long-term interests and the logic of self-interest mitigates against the provision of collective goods such as security or free trade. (Schmidt, 2005: 176)
Therefore, individual states or groups of states will pursue protectionist policies and international trade can collapse leading to the reduction of the wealth of each state. To prevent this, the solution of the contemporary liberal theorists is through the construction of regimes like WTO. They argued that only regimes can govern the interactions of various state and non-state actors based on agreed rules, norms, principles, and decision-making procedures. (Young, 1997:6) Structural theorists agree with liberals that regimes can facilitate cooperation under certain circumstances although realists believe that in a self-help system cooperation is ‘ harder to achieve, more difficult to maintain, and more dependent on state power’ (Grieco, 1993b: 302) So they claimed that states are more concerned with relative gains rather than absolute gains and the question is not whether all will be better off through cooperation, but rather who is likely to gain more than another.
One of the realist models, namely, Waltz’s model generates some arguments about international co-operation. Two implications can be drawn from this model. The first implicit is that the gains from co-operation arising from specialization and trade can create a form of dependence that threatens the security of the state. The second one relates to the importance of relative powers. As Waltz mentioned, ‘even the prospect of large absolute gains among parties does not explicit their co-operation so long as each fears how the others will use its increased capability ---- a state worried about a division of possible gains that may favor others more than itself. That is the first way in which the structure of international politics limits the co-operation of states ’ (Waltz, 1979: 105) He argued that actors will not willingly co-operate if it results an increase in vulnerability and decrease in relative power to safeguard their own self-preservation.
For states, as interdependence is a condition of mutual sensitivity and mutual vulnerability, it leads to the concerns that interdependence may compromise sovereignty and security. With the growing volume of international trade, changes in one society are readily transmitted to another through their mutual interactions and governments have little impact on these transnational reverberations. As well, changes in the rules and policies of one state affect another. So states seek to maximize their gains through international involvement while minimizing their sensitivity and vulnerability to others. (Kegley & Wittkope, 1997: 205)
In fact, realists like Waltz and many in developing countries believe that the regimes like WTO in international trade represent an exercise of power through which the rich countries and strong states have imposed their interests on the low income economies and weaker states. (Bromley, 2004:116) It leads to the debatable argument that the appearance of co-operation is spurious and only the exercise of power by the stronger states.
According to the liberal theorists, interdependence is a condition where states are affected by decisions taken by others; for example, a decision to raise interest rates in USA automatically exerts upward pressure on interest rates in other states. (Dunne, 2005:200) It can be symmetric, i.e. both sets of factors are affected equally, or it can be asymmetric, where the impact varies between actors. Sanchez claimed that interdependence among actors implies that the gains (and losses) of each depend, not only in its own actions, but also on the actions and reactions of others. (Sanchez, 2004: 266). He categorized interdependence into different forms and these can be modeled in terms of different games as follows:
positive-sum games in which the total gains are positive and both players can gain relative to their initial position
zero-sum games in which the gains of one player are matched by equal losses for the other and
negative-sum games in which the total gains are negative, that is, they are losses
The main key assumption in the liberal models is related to absolute gains in the analysis of international politics. It means that states evaluate their gains (or losses) independently of the gains or losses of the others, and in terms of what they already have, not in terms of how their gains compare with those of the others. It is different from relative gains that are evaluated in relation to those of others such as their share of total income, total military capability or so on.
To find out the ways in which a consideration of interdependence challenge the realist arguments for international co-operation in pursuit of absolute gains, we need to understand the different interactions between states and bargaining games among states. The co-operative bargaining theory, also known as bargaining games, assume that the players can bargain with each other or walk it away and go it alone.
The first strategic action is considered in relation to a positive- sum game. Suppose that Mexico and USA are considering about FTA. If they co-operate in reciprocal measures, the total potential gains from liberalization are $100 billion. As this model of bargaining games involves the players into a binding agreement, the USA agrees to remove Mexican textiles and agricultural exports’ quotas while Mexico agrees to open its banking system to foreigners. If they liberalize their economies unilaterally, the USA will gain $50 billion and Mexico will gain $10 billion. This represents the outcomes of the game if there is no co-operation called the fall-back position.
If both countries undertake some unilateral liberalization, its gains are $10 billion for Mexico and $50 billion for the USA. They will not accept a co-operative outcome less than the fall-back position. The underlying concept is that the more to gain from co-operation, the more weakly the position and vice versa. This is the outcome of the positive- sum game and both parties can have benefits.
However, if the outcomes of liberalization may result no mutual benefits from co-operation. This is a zero-sum game happening in the situation, for example, subsidized US agricultural exporters push Mexican producers out of their domestic markets after trade barriers are reduced. If this case happens, every dollar gained in the USA will be a dollar lost in Mexico.
In the real world, the games playing among the states are more complicated in terms of asymmetrical interdependence and power. According to realists, the international system is anarchic so that the use of force is not an option for USA to get in a position to change another’s threat point. So the only way left without force, authority, persuasion or deception is the coercive power, that is, the ability of one party to impose costs on another. If the expected benefits exceed costs, the USA may impose costs on Mexico by altering the terms of its interdependence either unilaterally (by changing national trade policy) or by acting in coalition with a third party so that Mexico has no option but to bear the costs. (Sanchez, 2004:273) In this case, asymmetrical interdependence occurs and the USA is in a position to take away Mexico’s threat point. Gruber called the power to impose costs of this kind as a go-it-alone power. (Gruber, 2000: 7)
The USA has exercised this power on Mexico in 1988 by signing a free trade agreement with Canada that made a credible threat to exclude others. As a result, the outsiders have to join. For outsiders, inclusion shows a loss over the status quo ante but it can have better outcomes than being excluded. For realists, they believe that the use of force is the mean of exercising coercive power. But asymmetrical interdependence can also provide to exercise this power.
Moreover, Waltz claimed that relative considerations weigh heavily in the calculation of states that states fear that relative positions can be translated into absolute outcomes and one state’s relative position can impose absolute losses on another. In fact, relative capabilities are only means; not ends in themselves. Waltz’ arguments did not apply to the USA and Mexico. The general realist argument of anarchy as a barrier to co-operation is also challenged by the ability of states to create forms of collective governance and to manage interdependence. In fact, the pattern of interdependent preferences is also part of the structure of international politics.
In conclusion, considerations of interdependence challenge the realist analysis of the prospects for international co-operation in pursuit of gains in various ways. Although Waltz claimed that the structure determined outcomes, interdependence serves to shape outcomes as well.
